Deputy Chief Minister Y. Patton today stated that the New ILPs registered in Nagaland stood at 6,899, Renewed ILPs:13,782 and 10,587 ILP to tourist were issued with effect from 1 January 2023 adding that there are NIL report of arrested and deported IBIs.
Patton was responding to the starred questions raised by NPF MLA, Kuzholuzo Nienu on the first day of the second session of the 14th Nagaland Legislative Assembly, on the number of Inner Line Permit (ILP) registration and policies for deporting of Illegal Bangladeshi Immigrants (IBIs).
Patton stated that the ILP applicants are required to submit their full details with proper identity and address proof documents to ensure that only the citizens of the country get ILPs and that the authorities are issuing the ILPs only on the satisfaction of the provided credentials
He further stated, “as part of specific measures to prevent issuance of ILP to illegal immigrants, it is provided in the Notification concerning illegal regime that the ILP applications from Karimganj, Halikandi, Dima Hasao and Karbi Anglong districts of Assam shall be issued only after the documents from these districts are verified by the Inspector General of Police (INT) Nagaland”.
NPF MLA Khuzoluzo Neinu laying the concerns on the rising issue of the illegal immigrants requested the House to bring out stringent plans and to take the matter seriously as the issue has the potential of posing threat to the State. He also urged the House to take actions or create detention centres to avoid the perpetual influx of illegal immigrants
Leader of the House Neiphiu Rio, also requested the members to avoid adding “Bangladeshi” to the immigrants as it is a very sensitive word.

With regard to steps taken by the state government to tackle the IBI issue, Home Minister Y. Patton said that the District Administration and Police regularly carry out checking for detention under section 3(2) (e) and 3(2) (c) of the Foreigners Act, 1946 and under section 5 of the Passport (Entry into India) Act, 1920 and the defaulters are penalised as per the provision of law.
He also stated that the State Government does not have a separate IBIs detention and deporting policy, instead, is following the Ministry of Home Affairs guidelines/directives for identification and deportation if IBIs.
