On the concluding day of the Fifth Session of the Fourteenth Nagaland Legislative Assembly today, four Unstarred Questions and seven Starred Questions were raised and replied to by the respective departments.
Status of murder case of GB, New Market, Dimapur and ‘drug kingpin’ Bahar Uddin
Member of Legislative Assembly, Kuzholuzo Nienu raised an unstarred question on the status of the murder case of GB, New Market, Dimapur, Abdul Gayum to which Deputy Chief Minister and Minister for Home and Border Affairs, Yanthungo Patton highlighted in a written reply that a criminal case under Section (U/S) 302 of the Indian Penal Code, 1860 read with 27(3) Arms Act. 1959 was registered at Sub-Urban Police Station, Dimapur on 7th June 2024 and a Special Investigation Team was constituted.
In this connection, three persons have been arrested till date and forwarded to Judicial Custody and presently case is under active investigation, Patton added.
On the case of alleged drug kingpin Bahar Uddin, the Home Minister said that the accused was arrested in connection with Narcotic Police Station Case No. 022/2023 Under Section (U/S) 28 read with (r/w) 27A of the Narcotic Drugs and Psychotropic Substances Act, 1985 on 21/03/2024. A Special Investigation Team was constituted for investigation in the instant case and presently, the accused is detained under PIT NDPS Act 1988.
Status of MGNREGA in Nagaland
Replying to an unstarred question by MLA Kuzholuzo Nienu on the status of MGNREGA in Nagaland, Metsubo Jamir, Minister RD & SIRD said in a written that the daily wage under MGNREGA is Rs. 234 and that 471818 Job Card holders are registered in the State.
17873127 man-days were generated during 2023-24 and based on the Labour Budget formulated by Central Government for Nagaland, the approved Labour, Budget was 40.82 days for FY 2023-24 and 31.79 days for 2024-25. Guideline guarantee of 100 man days mentioned in the guideline is the maximum permissible ceiling and not a mandatory allocation figure to the state, it was informed.
Status of Non Practicing Allowance (NPA)
- Paiwang Konyak, Minister of Health &Family Welfare Department, in his reply to MLA Kuzholuzo Nienu’s question on the status of Non Practicing Allowance (NPA) and its implementation, stated in a written reply that the department had implemented the provisions relating to NPA as notified by Finance Department dates 17th March 2010 and 19th September 2011. Following reports of the Upa-Lokayukta dated 30th March 2023, the Department has during 2023 issued Office Memorandum dated 31st July 2023 reiterating the provisions of NPA, cautioning the doctors to either stop practicing in private or forego NPA, and cautioning Private Hospitals, Clinics and Nursing Homes not to employ Government Doctors, he added.
The Minister informed that doctors on position at various health units was 413 and doctors not availing NPA at present is 36. As per the data, Rs. 53.76 lakh (Approx)/year has been saved from the state exchequer, he added.
Konyak also mentioned that the NPA matter has been referred to the court by Dr. Sendimeren Aonok & 50 others and that the case was withdrawn by the petitioners themselves. “The Hon’ble Court granted the petitioners the liberty to challenge the Nagaland Healthcare Establishment Act, 1997”, he mentioned.
Status of road construction to Sungkha Village under Bhandari sub-division and reason for delay
Replying to starred question raised by Achumbemo Kikon, MLA, G Kaito Aye, Minister PWD (Roads & Bridges) highlighted in a written reply that 66.93% of the work of PMGSY road construction from L/025 to Sungkha Village under Bhandari sub-division has been completed till date.
He highlighted that the delay of work is due to a major landslide at 19th km and the inability to transport machineries and equipments required for FDR and blacktopping works beyond the landslide area. However, the Department is coordinating with the contractor and making all efforts to complete the works during this financial year. A total of Rs. 1314.40 lakh has been paid to the contractor till date, he added.
Status of setting up 16 CDPO offices
Replying to a starred question on the amount sanctioned for setting up of the 16 CDPO Offices under CSS for the year 2022- 2023, Chief Minister and Minister-in-charge of Social Welfare Department mentioned that Rs. 72.00 lakh was sanctioned for setting up (renovation/ furnishing) of existing 16 nos. of CDPO Offices in the State at of Rs. 4.50 lakh per CDPO Office. The Department has written to the engineering wing for technical formalities, which is under process, he added and also informed that no new CDPO Offices was sanctioned by the Ministry during 2022-23.
The CM however did not provide information on the names of the contract/ firms that were allotted the works, whether NIT was floated or table tender and whether the works are completed or not.
