Replying to a starred question on the Pradhan Mantri Awaas Yojana- Housing scheme on the first day of the 5th Session of the 14th Nagaland Legislative Assembly, Metsubo Jamir, Minister, Rural Development said that the unit cost under PMAY-G is Rs 1.3 lakh per beneficiary. The Minister also informed that the amount is transferred to the bank accounts of the beneficiaries in three installments, Rs 22,000, Rs 88,000 and Rs 20,000 respectively, by generating Fund Transfer Orders (FTOs) routed through Public Fund Management System (PFMS).
The starred question was raised by MLA Kuzholuzo Nienu who asked for the unit cost, how the beneficiaries are, the criteria for selection, and how the funds are distributed.
The Minister said that under PMAY-G, there are two categories of beneficiaries:
- a) SECC beneficiaries – These beneficiaries selected by the Ministry of Rural Development, GOI, based on the data of the Socio-Economic Caste Census 2011
- b) Awaas+ beneficiaries – A provision was given by the MoRD, GoI to all the States and the Union Territories in FY 2018-19 to add those eligible beneficiaries who are left out of the SECC beneficiary list, through a mobile app called Awaas App. Addition was based on the 22 Ineligibility Criteria (Annexure I) of the MoRD.
Metsubo Jamir also clarified that only those beneficiaries who the Village Council officially approved can be added through the App. There is no provision for the Department of Rural Development to add beneficiaries. The new additions are the Awaas+ beneficiaries.
