5th Session of 14th NLA to commence on Tuesday: All eyes on NLTP Act

The 5th Session of the 14th Nagaland Legislative Assembly will commence on Tuesday at the Assembly Hall of the NLA in Kohima.

As per the Provisional Programme of Business, the session is planned start with Obituary References followed by Questions, Reporting on Assent of Bills. The first day of the Session will have Discussion on Matters of Urgent Public Importance. It will also have Introduction of Government Bills, Laying of Annual Administrative Reports and Presentation of Assembly Committee Report besides other matters.

The Nagaland Cabinet has earlier informed that it is considering partial lifting of the Nagaland Liquor Total Prohibition (NLTP) Act, 1989 from certain areas in the State and would be conducting a discussion on amending the Act during the Session. This announcement prompted widespread condemnation from organisations in the State, the church in particular. However, there are also individuals who have welcomed the decision of the Cabinet.

NLTP Act should not be used as scapegoat for ‘revenue-starved’ Nagaland: NBCC

The “Implementation on the Nagaland Liquor Total Prohibition (NLTP) Act, 1989” is listed at Agenda 4. Earlier in its meeting on 22nd August 2024, the Cabinet decided the following with strict regulations and terms and conditions.

  1. nclude tourist from outside the State for granting of foreign liquor permits as per Section 16 of the NLTP Act, 1989.
  2. Selected Hotels/Tourist Restaurants/Govt. Guest Houses to be given License.
  3. Municipalities and District Head Quarters may be considered for relaxation on the basis of demand from concerned Civil Societies/ULBs, etc.”

The Cabinet has directed the Home Department to take up the amendment in the Act 5th Assembly Session and also to work out the detailed terms and conditions and modalities and submit in file for decision of the competent authority.

During the meeting, the Cabinet also decided that the Minimum age bar for consumer should not be below 21 years and that “the matter regarding effective functioning of Inter-State check gates should be taken up with Home Department which should work out an effective system”.
