The District Development Coordination and Monitoring Committee (DISHA) meeting was held at the Deputy Commissioner’s Conference Hall, Chumoukedima, on July 2 under the chairmanship of Member of Parliament and DISHA Chairperson for Nagaland, S Supongmeren Jamir, to review the implementation of Centrally Sponsored Schemes and developmental activities in the district.

Addressing the meeting, Jamir said the primary objective of the meeting was to assess the progress made by various departments in achieving their targets, identify the challenges encountered in implementation and collectively find practical solutions to improve developmental outcomes in the district.

He stated that developmental activities should reach every section of society and emphasised that the purpose of the DISHA committee is to strengthen governance and improve service delivery rather than oppose any department or the State Government.

Deputy Commissioner, Chumoukedima, Polan John, NCS, welcomed administrative officers, heads of departments and representatives of village councils, and thanked all departments for their valuable feedback and cooperation in monitoring developmental programmes.

The meeting began with a review of the action taken report of the previous DISHA meeting held on July 16, 2025. Follow-up reports were presented by the Industry Department, Rural Development, Public Health Engineering, Agriculture and the Youth Resources Department, highlighting the progress made on the issues discussed during the previous meeting.

During the meeting, PowerPoint presentations on the implementation of various schemes and ongoing developmental works in the district were presented by Moainla Pongen, District Agriculture Officer, Chümoukedima, on behalf of the Agriculture Department; Ethel, District Employment Officer, Chümoukedima, on behalf of the Labour Department; Dr. Michael Imchen, Deputy Director, Animal Husbandry & Veterinary Services, representing the Animal Husbandry & Veterinary Services Department; and Medosenuo, District Urban Development Officer, on behalf of the Urban Development Department.

The committee deliberated extensively on the status of ongoing developmental projects being implemented across the district, discussed challenges affecting implementation and suggested necessary modifications to improve delivery of schemes.

Among the major issues deliberated during the meeting were sanitation, water stress, solid waste management and drainage. Members discussed the need for sustainable development strategies and emphasised the importance of addressing urban infrastructure challenges.

The meeting also highlighted the need for the construction of rainwater and storm water drainage systems to mitigate urban flooding and strengthen the district’s resilience against water-related challenges.

Jamir during the discussions, highlighted the importance of documentation and stressed that departments should maintain proper records of their achievements and ensure accurate data management, as these serve as important indicators of progress and aid effective planning.

Jamir also called for greater convergence among departments to maximise the impact of various government programmes. Referring to welfare measures under the Labour Department, he urged the department to intensify awareness campaigns in clusters of villages so that workers and youth are well informed about government schemes, particularly those related to eSHRAM registration and labour cards. He encouraged the department to explore ways to extend the benefits of labour welfare schemes to more youths across Nagaland.

The Chairperson urged all stakeholders to continue working in close convergence for the overall development of Chumoukedima district and thanked the participating departments and officials for their active contribution to the deliberations.
