The Committee on Urban Local Bodies and Nagaland Village Councils (the Nagaland Municipal Act, 2023 and the Nagaland Village and Tribal Councils Act, 1978, as amended up to 2022) of the Nagaland Legislative Assembly, under the Chairmanship of Advisor, K Tokugha Sukhalu, accompanied by Advisor, Imkongmar; Advisor, Dr Kekhrieilhoulie Yhome; MLA, A Nyamnyei Konyak; MLA, Dr Neisatuo Mero; MLA, Y. Lima Onen Chang, and Assembly Secretariat Officials led by Khruohituonuo Rio, Secretary conducted an official site visit to Pfutsero Town under Phek District on July 22 to review the implementation of the Nagaland Municipal Act, 2023 and the Nagaland Village & Tribal Councils Act, 1978.
The meeting was moderated by Rhosietho Nguori, DC Phek and the introduction was delivered by Mhalo Humtsoe, ADC Pfutsero. The meeting was also attended by Ramneek Gautam, SDPO Pfutsero, Vekhrolo Koza, BDO Pfutsero, Ketsinle Tep, EAC, Razeba and Bangjunglemba, EAC, Pfutsero.
The Committee held separate interactions with the Village Council Chairmen, Village Development Board (VDB) Secretaries under Pfutsero Sadar, Councillors of the Pfutsero Town Council and the Gaon Buras of Pfutsero Town. The discussions centred on the implementation of the two Acts under consideration, with emphasis on coordination between the Pfutsero Town Council and the Village Councils, Civil Administration, service delivery, developmental activities and challenges at the grassroots level.

The stakeholders shared their views, concerns and suggestions on issues relating to urban governance, sanitation and solid waste management, infrastructure development, implementation of Government schemes, financial resources and the role of Village Councils and VDB Secretaries in promoting coordinated and sustainable local governance. The Committee took note of the issues and suggestions placed before it for further examination.
The Committee appreciated the cooperation extended by the Deputy Commissioner, Phek, ADC Pfutsero, the Pfutsero Town Council led by the Chairman Mikha Kenye, and all the stakeholders. It expressed confidence that the observations and recommendations arising from the visit would contribute towards strengthening the implementation of both the Nagaland Municipal Act and the Nagaland Village and Tribal Councils Act, thereby enhancing the overall functioning of Urban Local Bodies and Rural Local Bodies in the State.
