A Flat Type Quarter (Type-C) for Administrative Officers was inaugurated at Niuland on Monday by Minister for Public Health Engineering Department (PHED) and Cooperation, Jacob Zhimomi in the presence of Advisor to Civil Administration Works Division (CAWD) Kudecho Khamo.
Addressing the inaugural programme, Zhimomi thanked Khamo for his support and direction to the department, stating that the project would not have been possible without his support. He also acknowledged Chief Minister Neiphiu Rio for making funds available for the newly created districts, including Niuland.
He said the state government was trying to do justice to all districts with the funds available to it, adding that the project represented the best possible output for the district under the circumstances.
Zhimomi said the work had been completed on time and executed according to the specifications of the Detailed Project Report (DPR). He added that some beautification work would be taken up subsequently.
Referring to the development expectations of the people, Zhimomi said all regions of the state continued to face development challenges and called for patience, particularly among young people awaiting faster development.
He said the government needed to engage with the younger generation and share with them the realities and limitations under which the state government was functioning.
Zhimomi also spoke about the need for greater cohesion among the Naga tribes, saying people needed to adapt to one another’s practices and work together despite differences.
He said development required proper functioning of overground politics and cooperation among different sections of society, including the Church and the government.
He urged the people to learn to appreciate one another despite differences, adding that the state and its people needed to remain upright and live in cohesion.
Zhimomi also appreciated Khamo’s leadership and said development activities for strengthening civil administration were taking place across the state.
Advisor Khamo urges Sumi community to lead Naga unity
Meanwhile, Advisor to CAWD Kudecho Khamo said the Sumi community had been trailblazing in various fields and urged it to take the lead in promoting Naga unity.
Khamo acknowledged Chief Minister Neiphiu Rio’s initiative in bringing development projects to Niuland and appreciated Zhimomi for his efforts towards the development of the area and the state.
He said several initiatives had been taken under Zhimomi’s leadership, both within his constituency and beyond, including the upcoming new Deputy Commissioner’s Office Complex in Niuland. He said the complex would accommodate various line departments under the district administration and facilitate public services by bringing different departments under one roof.

Khamo said the state has more than 1,400 General Administration buildings, including offices of Deputy Commissioners, Additional Deputy Commissioners, Sub-Divisional Officers and Extra Assistant Commissioners, besides government guest houses. He said the infrastructure would enable administrative officers to serve the people effectively in various parts of the state.
Referring to unemployment, saturation of government employment opportunities and constraints on government funds, Khamo said Zhimomi had been taking various initiatives to create development opportunities in his constituency. He called for continued public support and cooperation towards such initiatives.
Acknowledging the presence of the public, leaders, town councillors and government officials, Khamo called for concerted efforts to strengthen government institutions and ensure effective delivery of services.
On peace and unity among the Nagas, Khamo said the Sumi community had been trailblazing in various fields and urged it to take the lead in promoting Naga unity. He pointed out that Niuland district is inhabited by people from various Naga tribes and described it as a mini Nagaland, stressing that such diversity should be harnessed to promote greater unity and understanding.
Khamo further said government initiatives and properties were meant for public benefit and called upon citizens to take responsibility for protecting and maintaining government assets. He said collective responsibility was necessary to carry forward the state’s development efforts and realise the goal of a developed Nagaland.
He also acknowledged Zhimomi and contractor Isaac Zhimo for their efforts in ensuring the timely completion of the building project.
Deputy Commissioner, Niuland, T L Kiusumong Tikhir, in his welcome address, stated that the inauguration of the building was a much-awaited project for administrative officers, bridging critical gaps in administration and contributing to the well-being of the officers.
Daniel H Lotha, Assistant Engineer, CAWD, Office of the Commissioner, Nagaland, Kohima, presented the technical report. He said the building was started in 2023 and completed in 2026. It has an RCC structure with a slab on the first floor, while the roof is made of Dyna roofing.
The building has 1,417 square feet per unit. The construction involved site development, water supply, sanitation, rainwater harvesting and electrification. Lotha also congratulated GPS Tech Enterprise, represented by Isaac Zhimo, for undertaking the construction work.
The programme was led by Omegali, EAC HQ, Niuland, while invocation and dedicatory prayer were offered by Kughavi V Zhimo, Pastor, SBAN.
