The Khiamniungan Students’ Union (KSU) has demanded that no machinery be withdrawn and no substantial or final payments be released for road development works in Noklak District until concerns raised during the 9th Nagaland Legislative Assembly session are officially examined and resolved.

In a statement issued through its media cell, the KSU said the road projects must be subjected to proper physical verification, scrutiny and certification in the interest of transparency, accountability, quality execution and proper utilisation of public funds.

The Union demanded that machinery, equipment, vehicles and other project-related assets deployed at road construction sites should not be transferred or withdrawn without proper justification and prior intimation. Any movement of machinery, it said, must be supported by valid technical and contractual reasons and should not affect inspection, measurement, verification or completion of the works.

The KSU further demanded that no substantial, consequential or final payment to contractors be processed or released without physical verification and certification of the actual works. It said verification should cover physical progress, quality, specifications, measurements, contractual obligations, utilisation of machinery and relevant project records.

Insisting that works should not be certified merely on the basis of departmental records or contractor claims, the Union said completion records, measurements and bills must accurately reflect the work executed on the ground.

The KSU also called for fixing responsibility if any irregularity, negligence, procedural violation or failure to follow applicable rules is established, particularly in cases involving premature withdrawal of machinery, certification of incomplete works or release of payments without proper verification.

The Union said it would closely monitor the progress and quality of the road projects and pursue the matter through appropriate democratic, administrative, statutory and legal channels wherever necessary.

The KSU urged the Public Works Department (Roads & Bridges) and other concerned authorities to maintain transparency, technical integrity and strict adherence to government rules and contractual obligations.
