A Special Gram Sabha for the preparation of the Gram Panchayat Development Plan (GPDP) 2027–28 under the “SabkiYojana, SabkaVikas” initiative, along with the launch of Reform Utsav, was held at the Rural Assembly Hall, Ungma Village, Mokokchung, on Friday.
The programme was chaired by Imchatemsula Changkire, District Programme Manager (RGSA), DRDA, Mokokchung, and commenced with a welcome address by Dr R. Madhavi, IAS, Assistant Commissioner.
Delivering a brief address on Reform Utsav and formally launching the campaign, Ajay Moktan, IAS, SDO(C), Mokokchung, encouraged the community to actively participate in the GPDP planning process by identifying and prioritising local development needs.
He also urged citizens to submit their suggestions and feedback under Reform Utsav, stating that community participation would help translate local needs into practical and citizen-centric administrative reforms while improving public service delivery and accountability.
Heads of Departments and officials from various line departments attended the programme, including Rural Development, PHED, Agriculture, Health and Family Welfare, Social Welfare, Fisheries, Horticulture, Animal Husbandry and Veterinary Services, Education, Employment, Land Records and Survey, Urban Development, Planning and DIPR.

Presentations on various government schemes and services were delivered by the Rural Development, Social Welfare, Agriculture, Health and Family Welfare and PHED departments. The presentations covered major schemes and programmes being implemented by the departments, besides providing updates on ongoing projects and the delivery of services in the district.
A key feature of the programme was the Jan Samvad–People’s Consultation, led by Imyapangla, Project Director, DRDA. The consultation provided community members an opportunity to interact directly with Heads of Departments and government officials on public grievances, access to government schemes and services, benefits being delivered, ongoing development activities and other issues concerning the community.
Concluding the programme, Imyapangla delivered the vote of thanks and appreciated the participating departments, officers and community members for their cooperation and active involvement in the Gram Sabha and Reform Utsav.
She stressed the importance of community mobilisation, ownership and active participation in the planning and implementation of development programmes. She also expressed appreciation to Ajit Kumar Verma, IAS, Deputy Commissioner, Mokokchung, for convening and facilitating the programme, and to all stakeholders for their contribution towards strengthening participatory governance at the grassroots level.
