The Jan Manthan–Reform Utsav Campaign 2026, integrated with the People’s Plan Campaign for the Gram Panchayat Development Plan (GPDP) 2027-28, was launched at Kohima Village Council Hall, Kohima on October 2 under the theme “Sabki Yojana, Sabki Vikas”.
Speaking as the keynote speaker, DC Kohima B Henok Buchem, NCS, said the theme reflected the essence of participatory and inclusive development, stressing that development becomes meaningful when people participate in identifying their needs, setting priorities and finding solutions to local challenges.
He encouraged the people to actively participate in the preparation of the GPDP 2027-28 and ensure that community priorities relating to roads, drinking water, sanitation, livelihoods, education, health, agriculture, infrastructure and welfare services are reflected in the plan.
Buchem emphasised the need for inclusive planning, with due attention to the needs and voices of women, youth, senior citizens, persons with disabilities and vulnerable sections. He also highlighted the importance of convergence among departments and government programmes to make effective use of available resources and ensure that benefits reach the intended beneficiaries.
On the Reform Utsav component, he called upon government functionaries to make governance more responsive, transparent and citizen-friendly, while ensuring that concerns raised by citizens are properly recorded, examined and followed up.
Referring to the newly constituted Village Council of Kohima Village, the DC expressed confidence that the experience of its members, including retired senior government functionaries familiar with government procedures, would contribute to effective planning and implementation.

He observed that the first GPDP provided an opportunity to undertake meaningful initiatives over the next five years and create a lasting legacy for future generations through collective planning and implementation.
The programme was chaired by Er. Seyiekhrietuo Solo, NCS, SDO (C) Kohima Sadar, SDLCC Chairperson and Nodal Officer. Chairman, Kohima Village Council, Dr. Vizolie Suokhrie delivered the welcome address, while BDO RD Block Kohima and Member Secretary/Sub-Nodal Officer, SDLCC, Vizonuo Pienyü, gave a presentation on GPDP. Presentations were also made by the Power Department and Food and Civil Supplies Department.

The launching programme of the Jan Manthan – Reform Utsav Campaign held in convergence with the People’s Plan Campaign (PPC) – “Sabki Yojna, Sabka Vikas”, was conducted through a Gram Sabha at Kiphire Village on October 2.
Speaking on the occasion, EAC Kiphire, Takatemjen Pongen, NCS, highlighted the significance of the Reform Utsav initiative, describing it as an important initiative of the government aimed at promoting people’s participation and development at the grassroots level. He encouraged citizens to actively participate in the campaign and strive towards achieving recognition in the forthcoming felicitation programme.
As part of the programme, SDO, PHED, Heoka, briefed the gathering on Solid Waste Management (SWM). DLRSO, Kiphire Block, Tsongtsa, spoke on the Digital India Land Records Modernization Programme (DILRMP), while BPM, NSRLM, RD Block, Kiphire District, Ripise, highlighted Gram Panchayat Development Plan (GPDP)/Village Poverty Reduction Plan (VPRP).
Psycho-Social Counsellor, Sakhi One Stop Centre, Tsosing, also sensitised the gathering on the NCS Bal Vivah Mukt Bharat Abhiyan, emphasising the importance of collective efforts towards eliminating child marriage.
The programme provided a platform for citizens and stakeholders to understand various government initiatives and actively participate in grassroots planning and development.
