Reform Utsav 2026 launched across Nagaland

Along with the rest of the State, Reform UTSAV 2026 was launched at Chiephobozou on October 2 at the DB’s Court, Office of the Additional Deputy Commissioner, Chiephobozou.

The keynote address was delivered by Vekusheyi Rhakho, NCS, ADC Chiephobozou and Chairperson of the SDLCC.

In his address, he highlighted that Reform UTSAV is a people-centric campaign aimed at taking the benefits of government reforms, schemes and services closer to the people, creating awareness about various government initiatives, promoting greater participation of citizens in the development process, and strengthening convergence among departments and stakeholders for effective implementation at the grassroots level.

Speaking as Resource Person, Viketoulie Metha, NCS, EAC Chiephobozou and Member Secretary of the SDLCC made a detailed presentation on the objectives, key components and implementation framework of Reform UTSAV 2026. He elaborated on the importance of coordinated efforts by line departments and active participation of local institutions and communities in ensuring that the campaign translates into tangible benefits for the people.

The launching programme was attended by village functionaries of the Sub-Division, members of the Chiephobozou Town Council, Heads of Departments, officials and other stakeholders.

As part of the campaign, a Special Gram Sabha and the launching of Jan Manthan–Reform UTSAV 2026 was also held at Nerhema village, in convergence with the People’s Plan Campaign (PPC) and the Gram Panchayat Development Plan (GPDP).

The keynote address was delivered by Viketoulie Metha, NCS, EAC Chiephobozou and Member Secretary, SDLCC, who emphasised the importance of participatory planning and community involvement in identifying local needs and priorities and aligning them with government schemes and development programmes.

Representatives of the various line departments made presentations on their respective departmental activities, schemes and programmes, enabling the community to gain a better understanding of the services and opportunities available to them.

The programme was chaired by Seyiekhrielie Rio, BDO and Sub-Nodal Officer, SDLCC, while the Chairman, Nerhema Village Council, also addressed the gathering.

The programmes at Chiephobozou and Nerhema marked the beginning of a series of activities under Reform UTSAV 2026, with emphasis on citizen participation, awareness, convergence, service delivery and grassroots-level development planning.

PHESAMA:

A Special Gram Sabha and the launching programme of Jan Manthan–Reform Utsav 2026, in convergence with the People’s Plan Campaign for preparation of the Gram Panchayat Development Plan (GPDP) 2027–28, was held at Phesama Council Hall on October 2.

Addressing the programme, Vineikho Tetso, SDO (C), Jakhama Sub-Division and Nodal Officer, delivered the keynote address and highlighted the importance of Reform Utsav as a platform for bringing government schemes and services closer to the people. He stated that Reform Utsav 2026 aims to promote citizen participation and encourage people to provide constructive suggestions for improving governance and public service delivery.

The Jan Manthan phase of Reform Utsav 2026 was launched on October 2 in convergence with the People’s Plan Campaign, “Sabki Yojana Sabka Vikas,” through Gram Sabha and Village Council platforms across the State. Reform Utsav is a citizen-driven initiative aimed at gathering practical suggestions from citizens for improving governance, public services, government procedures and ease of living. Further he said that the campaign will progress through four phases—Jan Manthan (Discover), Vimarsh (Deliberate), Jan Samadhan (Deliver), and Sankalp Siddhi (Showcase).

Ane Khieya, EAC (NCS) and State Nodal Officer, shared an overview of Reform Utsav and highlighted the importance of active public participation in the initiative.

During the programme, various departments made presentations on important government schemes and services. The Rural Development Department highlighted the VB-GRAM-G, which provides employment opportunities and aims to increase the number of working days, with employment support extending up to 125 days, as explained during the programme.

The Nagaland State Rural Livelihoods Mission (NSRLM) highlighted the Lakhpati Didi initiative, aimed at enabling women members of Self-Help Groups to achieve an annual household income of ₹1 lakh or more through sustainable livelihood activities.

The Police Department, Khuzama Police Station, sensitised the gathering on provisions relating to the IPC/BNSS, besides explaining the procedure and importance of filing an FIR.

The Food and Civil Supplies Department briefed the gathering on Pradhan Mantri Garib Kalyan Anna Yojana (PM-GKAY), Antyodaya Anna Yojana (AAY) and Priority Household (PHH) categories under the food security system, including provisions for eligible vulnerable and low-income households.

The Education Department, Industries and Commerce Department and ITI also highlighted various opportunities available to the public. The Industries and Commerce Department explained the Prime Minister’s Employment Generation Programme (PMEGP) and PMFME schemes for entrepreneurship and food-processing activities. The Chief Minister’s Micro Finance Scheme was also highlighted as an avenue for supporting livelihood and entrepreneurial activities.

The Medical Department sensitised the gathering on Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) and the Chief Minister’s Health Insurance Scheme (CMHIS), highlighting the importance of health insurance coverage and access to healthcare services.

The departmental presentations provided the public with information on employment, livelihood generation, entrepreneurship, food security, education, healthcare and other welfare programmes.

The programme was chaired by Vilopi Angami, BDO, Jakhama and Sub-Nodal Officer, who also delivered the welcome address.

The programme concluded with a vote of thanks delivered by Tuolie Seleyi, Chairman, Phesama Village Council, who expressed appreciation to the officials, participating departments and members of the public for their active participation.

LONGLENG:

The Reform Utsav, a citizen-centric initiative of the Government of India, was successfully launched across all Administrative Headquarters of Longleng District, namely Longleng, Sakshi, Tamlu, Yachem, Namsang and Yongnyah on October 2.

The programme was coordinated by the District Administration, Longleng, in collaboration with the District Rural Development Agency (DRDA), the nodal department, and various line departments across the district.

The initiative aims to bring together key reforms and government initiatives to improve ease of living, enhance access to public services and promote efficient and responsive governance.

The event witnessed active participation from village functionaries, Self-Help Groups (SHGs) and other community stakeholders. Awareness activities and discussions were conducted to familiarise participants with relevant government reforms and initiatives, while encouraging public participation and the incorporation of actionable suggestions and local development priorities into the planning process, particularly the Gram Panchayat Development Plans (GPDPs), wherever applicable.

PHEK:

Launching of Reform Utsa, integrated with people’s plan campaign (PPC) 2026-27 under the theme “Sabki Yojana, Sabki Vikas” for Phek district was held at Middle Khomi Village, Phek on October 2.

The program was graced by DC Phek, Rhosietho Nguori, NCS as special guest. Speaking at the program, Rhosietho Ngouri encouraged the village community to take advantages of the Reform Utsa and highlighted its purpose and ideas which is for bringing development planning closer to the people by creating platforms for direct interaction between community and various government departments.

In his welcome addressed, Vekhrolo Koza, APO, DRDA office Phek, presented a brief introduction of the program.

Major highlights of the program includes, series of departmental PowerPoint presentations delivered by District Agriculture Officer, District Horticulture Officer, DRDA, Chief Medical Officer, PHED, Power Department, DWO (Social Welfare), District Program Officer (ICDS), District Land Record & Survey, and ITI, Phek. The presentation covered various government schemes, welfare programs, Livelihood opportunities, essential services, skill development initiatives, and other development interventions available to people.

Reform Utsa Launching marked a significant effort that strengthened people’s participation for grassroot level developmental planning, ensuring that development initiatives are responsive to the needs and aspirations of the people.

Interactive session was also conducted at the program, involving Village Council Members, Community representatives, and discussed on local development priorities to address the needs of the village were deliberated openly.

EAC Phek, Er. Mechietso Koza chaired the program. Pastor Middle Khomi Baptist Church, Numuyi Tenyi invoked God’s blessings for the program. The event concluded with tree plantation drive.

MOKOKCHUNG:

SDO (Civil), Mokokchung, Ajay Moktan, IAS called for more citizens participation, during the launching programme of Reform Utsav 2026, integrated with the People’s Plan Campaign (PPC) at Special Gram Sabha level meeting held at Rural Assembly Hall, Ungma Village, Mokokchung, on October 2.

Speaking at the launching programme, Moktan said, the villages in the state have a proud tradition of self governance, and urged the citizens to uphold the traditions while welcoming the reforms initiative undertaken by the government.

Reform Utsav integrated with People’s Plan Campaign (PPC) is a people’s participation campaign, where citizens provide various reform suggestions and feedback for better citizen centric governance. He said real change begins from the grassroot level as local needs are better known by local people and therefore, he urged citizens to participate in the campaign process by providing reform suggestions through extensive outreach activities like special village council meetings or submit through a dedicated Reform Utsav Portal, which will be launched.

He also requested officers of various departments to spread awareness on the campaign and capture the necessary suggestions so as to become a citizen driven governance in the district.

Earlier during the program, officers from the department of DRDA, PHED, Agri Department, H&FW and ICDS delivered a presentation on various government schemes and services. The launching program was attended by the officials, village council members, elders, various scheme beneficiaries and citizens who participated in discussion as part of the Jan Samvad- people’s consultation process. The discussion was moderated by Project Director, DRDA, Imyapangla Jamir.
