Nagaland ULB election: Government reiterates its intent in Governor’s Address in NLA

Kohima: The Governor’s address is of constitutional importance and is the statement of policy of the Government

Amidst reservations from some tribal organizations and from some municipal/town organizations to provisions of Nagaland Municipal Act 2001, Nagaland Governor La Ganesan made special mention on ULB elections in his address on the second day of the first session of the 14th Nagaland state legislative assembly 2023 held at Nagaland Legislative Assembly yesterday.

The Governor’s address is of constitutional importance and is the statement of policy of the state government. The contents of Governor’s address are drafted by the government. Therefore, it is not the Governor but the government which is responsible for the contents of the Address.

With regard to the Urban Local Bodies (ULB) elections, the Governor in his address said that under the directions of the Supreme Court, the state government with a view to ensure grassroots democracy in the cities and towns has initiated the process for conduct of the long-overdue ULB elections.

These elections, and constitution of the Bodies as per the provisions of the Constitution and in compliance of the directives of the Supreme Court, are critical for the equitable development, growth and progress of our cities and towns, he said.

With this address, the government reiterated its intent in ensuring that ULB elections are held.

The address of the Governor will be discussed in the assembly on a motion called the ‘Motion of Thanks’ on Thursday, 23 March 2023. During the discussion on the Motion of Thanks, members are at liberty to speak on any matter, and amendments can be proposed by any member, whether in the ruling or not.

This is to be followed by adoption of the motion of thanks on the Governor’s address on Monday, 27 March 2023.
