TR Zeliang says inadequate man-power, machinery, material causing delays in Kohima-Jessami Road project

Kohima: Packages-2 and 5 project terminated, bid for construction of balance work under evaluation

Deputy Chief Minister and Minister incharge of Planning and Transformation, National Highways, T.R Zeliang today in his response to the starred questions raised by MLA Kuzholuzo Nienu on matter of National Highways and Infrastructure Development Cooperation Limited

(NHIDCL) project said, Kohima-Jessami Road Package-2 with 58.80% physical progress and 54.08% financial progress, Package-3 with 61.54% progress and 54.57% financial progress and Package-5 with 41.43% physical progress and 37.77% financial progress are the present status of NHIDC. However, Packages-2 and 5 projects has been terminated and bid for the construction of balance work for both packages is under evaluation.

Zeliang pointed that M/s Vertex construction for maintenance work of the road stretch till the appointment of new contractors for balance work has been awarded to Remove & Replace maintenance work under package-2 while Emergent Repair has been awarded to M/s Artain Enterprise pvt. Ltd. under package-5 for clearing the landslides and making the road motorable till the appointment of new contractor for balance work. The construction work for Package-3 is under progress, he added.

Stating the termination ground of Kohima-Jessami Road Packages-2 and 5 as per clause 23.1.(ii) of the contract agreement Zeliang said, Non-Genuine Bank Guarantee, slow progress of work, non-achievement of milestone and schedule extended are the conditions that fulfilled the termination of package-2 while slow progress, insufficient of stock of aggregate and other raw materials, poor workmanship, inadequate man-power and machinery, non-rectification of defects in works are the conditions that fulfilled for package-5.

Zeliang further informed the house that non-deployment of adequate man-power, machineries, material and poor work planning for the time bound project are the main reasons for the delay of work for all three Kohima-Jessami Road packages.
