The Deputy Commissioner of Phek clarified on Tuesday that only the Police and the Transport Department are authorised to carry out patrolling and checking of vehicles on the highway.
“If at all required, under exceptional circumstances, the public with the permission from the competent authority can assist the Police in carrying out the same,” the order stated.
The notification was released in view of the ongoing case against the youths of Chozuba Town for allegedly misbehaving with a traveller on 5 September 2023. The youth were checking cars on the highway.
“… highways are meant for smooth movement of persons/vehicles and transportation of goods and commodities,” the DC stated, adding that “No individuals/organizations can take Law into their own hands nor can interfere in the activities of Law enforcement authorities.”

The order also cautioned that citizens caught indulging “any mischief along the national highway or any other state highway/passage” would be dealt with relevant sections of the Law.
Three organisations from Chozuba on Monday issued a travel advisory advising commuters from Zunheboto area to avoid the town due to the unfortunate situation. Later, the Chakhesang Public Organisation appealed Chozuba Range Public Organisation “to withdraw and recall” the advisory “to create a conducive atmosphere to have and hold a peaceful dialogue between the two communities.”
