147 Asst Professor issue: Cabinet decides to wait for HPC report, appeals agitators to put protest on hold

Following a consultative meeting held today, the Cabinet addressed the media where Deputy CM TR Zeliang informed on the Cabinet’s decision to give four weeks time to the High Power Committee to submit their report on the regularization of the contractual teachers. The press conference was held at the Chief Secretary Conference Hall, led by Deputy Chief Minister TR Zeliang, along with Minister for Power and Parliamentary Affairs KG Kenye and Chief Secretary Dr. J Alam.

Deputy Chief Minister TR Zeliang highlighted that due to the dissatisfaction of agitators with the Cabinet’s decision on forming a committee, an emergency cabinet meeting was called where the issue was deliberated.  While understanding the sentiments of the agitators the Cabinet had taken a decision that if 8 weeks is too long to wait they will reduce the number to four weeks. “The High power committee will be directed to submit report within four weeks. The Committee was set up on April 21 so there’s three weeks times,” stated Zeliang.

The reason for setting up the HPC, according to the Deputy CM, is that the Government needs documents to take decision or reverse from its own decision.  “We need to substantiate our decision with evidence and proof. That which year how many have been appointed and on whose time,” Zeliang added .

The Cabinet also held meetings with the NSF, CTAN and NNQF where it made an appeal to discuss the matter among themselves and understand the view of Cabinet as well.

“Within four weeks time ( three weeks from now ) HPC will submit report and Government will surely take positive stand and action,” assured the Deputy CM.

Reiterating the 6 June 2016 Government’s order,  Zeliang highlighted that “the Cabinet has decided that hence forth Ad-Hoc or contract employment will not take place. That decision was taken to State assembly. The Assembly passed the decision and there is no lapse of process if we talk about 6th June 2016.”

While acknowledging the position of agitators, Zeliang also mentioned that the Cabinet needs time and therefore, appealed the NSF, CTAN and NNQF to put its proposed agitation on hold.

Zeliang highlighted that HPC has been constituted to find out who made the mistake, in which year and how many were appointed and on what basis.

“The government is going to question them, the concerned department and officers,” Zeliang added .

Answering to the governments approval to regularize the Asst Professor order, Zeliang added , thet are also questioning on how the department has come up with the order. Zeliang also questioned on “how finance clearance was taken or how P&AR clearance was taken”.

“One can be misled by one department. Government is not 100 percent in their finger tips,” said Zeliang.  .

Zeliang claimed that during the cabinet meeting the Minister in charge did not make an appeal to revoke the order but only discussion were made.

Questioning the Minister Incharge’s assurance given to CTAN and NNQF to revoke the order, Zeliang mentioned that the same discussion was not revealed during the cabinet meeting. Zeliang emphasized that the government is all out to take necessary action and that the decision taken during the meeting was a cabinet decision not individual decision.

Zeliang further added that if other departments have taken similar action, the government will question them and take action. “The June 6, 2016 decision is not for a particular department but It applies to all,” Zeliang added.
