In a significant development concerning the implementation of the Inner Line Permit (ILP) system in Dimapur, the GB Union Dimapur (Sadar) has formally submitted a representation to the Deputy Commissioner of Dimapur, requesting the introduction of an offline ILP application system to complement the existing online mode.
The Union, led by President W Kholie Kapfo and General Secretary T Onen Jamir, welcomed and supported the government’s decision to enforce the ILP across all districts of Nagaland, including Dimapur. They assured the district administration of full cooperation from the GBs for the effective enforcement of ILP within the Sadar area.
However, the Union pointed out the practical difficulties faced by a large section of the non-indigenous population in Dimapur who may struggle with the online-only application process due to digital illiteracy and lack of access to smartphones or the internet.

“The implementation of ILP may be hindered if it is solely carried out through online means. Many residents, especially the elderly and economically weaker sections, find it difficult to navigate web applications,” the Union stated in its letter.
In light of this concern, the GB Union urged the Deputy Commissioner to consider setting up an offline application mechanism to ensure inclusivity and wider participation in the ILP registration process.
The Union expressed hope that the administration would act on the request to ensure the smooth and effective rollout of the ILP system in Dimapur.
