Nagaland Cabinet streamlines ILP implementation, expands applicant categories Kohima

Minister for Environment, Forest and Climate Change, CL John on Thursday disclosed that the state Cabinet was briefed by the Home Department on the present stats of enforcing the Inner Line Permit (ILP) in the state.

Addressing media person after the consultative meeting of the state Cabinet, CL John informed that the Cabinet has decided that the ILP implementation in the erstwhile Dimapur may be further streamlined.

He informed that the ID Card of the concerned employee is enough for the family and dependents of the Central/State Government employees in lieu of ILP. Heads of public or private companies duly registered can stand as guarantor for their regular employees.

The Cabinet also decided that the ILP online application portal would include additional categories not reflected such as drivers, lawyers, architects, skilled professionals, housewives, unemployed individuals, non-school going children, tenants, social workers and private sector employees, private bank employees, consultants, among others, as the current options do not comprehensively cover all applicant profiles.

It was decided to allow for employer certification provided that the employer certification should be supported by landlord/house owner.

The Cabinet also observed that many non-Nagas have availed the Indigenous Inhabitant Certificates. The Cabinet directed the Home Department to get matter thoroughly checked by Commissioner, Nagaland and submit comprehensive report to the Government.

The Cabinet also decided that revenue sharing between the Government and the Village Councils for levy of fee for maintaining village register of ILP holders in the ratio of 2:1 between the Government and the Village Councils.

For floating population, a suitable work permit would be issued subject to guarantor by the landlord/house owners/companies/firms. Transit passengers would be exempted from producing ILP.

The Cabinet also decided to allow offline issuance of ILP till Smart Cards are issued to Category I & II.

The Home Department O.M dated 06-02-2020 will be superseded by the 20-09-2024 notification on ILP.

The Cabinet also approved the Draft Temporary Certificate and Application Form for Category-1 and Category-II.
