ENSF requests exclusion of Village Guards from state employment census

The Eastern Naga Students’ Federation has submitted a representation to the Chief Secretary of the Government of Nagaland requesting exclusion of Village Guards (VGs) from the state’s employment census.

The ENSF argued that including Village Guards in the census as state government employees is unjust because VGs are not employed or paid by the state government. Village Guards have a distinct identity with honorary and voluntary duties, governed by separate rules. Their honorarium is funded by the Ministry of Home Affairs, Government of India, it said.

The federation stated that including VGs in the employment census would lead to inaccurate statistical representation, potentially affecting resource allocation, job policy, and public employment planning.

The ENSF urged the Chief Secretary to take corrective measures to exclude VGs from the employment census based on the Personal Information Management System (PIMS), ensuring the census only includes employees directly salaried by the state government.
