GPRN directs valley-based armed groups to refrain from interfering in Hill development projects

The Government of the People’s Republic of Nagalim (GPRN) has cautioned Manipur valley-based armed organizations against interfering in developmental projects meant for the Naga-inhabited hill areas.

A notification, issued by Capt (Retd) Th Rainam, Cabinet Secretary to the GPRN, stated that such interference—direct or indirect—has been hampering developmental activities in the hill regions. It emphasized that the hill people have never interfered, and will not interfere, in projects carried out in the Manipur valley, and therefore expects reciprocal respect and restraint from valley-based organizations.

The GPRN made it clear that valley-based armed groups “do not needlessly encumber themselves with projects earmarked for the hills,” stressing that respecting the sentiments of the different communities would go a long way in developing own respective spheres of infrastructures, its land and people.

The latest directive was issued in continuation of earlier orders from the Ministry of Kilo Affairs, including Memo No. 23-23/23-24/DIRCT/MKA/GPR dated March 11, 2025, and Memo No. 42-05/25-26/ORDR/MKA/GPRN dated August 21, 2025, reaffirming the GPRN’s stand on protecting hill area development initiatives from undue interference.
