The All Commercial Vehicle Association (ACVA), Wokha District, celebrated its 11th Foundation Day at the Lotha Hoho Conference Hall today with M. Rhovisie Nyuwi, IPS, Superintendent of Police, Wokha, gracing the day as the Special Guest, and Asaibe Guing, Motor Vehicle Inspector (MVI), District Transport Office, Wokha, as the Special Invitee.
Delivering the keynote address, Special Guest M. Rhovisie Nyuwi, IPS, commended the association for its significant contributions during challenging times. “It has only been five to six months since I took charge as SP Wokha, and I must say, thanks to the ACVA’s efforts, there have been no major law and order issues. Your commitment, awareness, and activities have played a vital role in maintaining peace in the district,” he said.
Nyuwi encouraged members to take pride in their profession, stating that no work is insignificant. “Without commercial vehicles—whether for passengers, goods, or machinery—modern life would be unimaginable. Your service is vital to the community and to the functioning of the state,” he added.
He also addressed the growing traffic congestion in Wokha, identifying two main issues: human indiscipline and poor infrastructure. He emphasised the need for public cooperation as the district administration studies ways to improve parking, regulate traffic flow, and install necessary traffic equipment. He urged citizens to follow traffic rules, avoid drunk driving, use helmets, carry valid documents, and refrain from mobile phone use while driving. “Discipline starts with us. A disciplined lifestyle will lead to a better society,” he concluded.
Special Invitee Asaibe Guing, in his address, outlined five key legal responsibilities for commercial drivers. He highlighted that all commercial drivers must hold valid licences, with violators facing fines of ₹5,000 and up to three months’ imprisonment. He stated that learner’s licences are available to individuals aged 18 and above, while commercial drivers must be at least 20. International driving permits are valid for one year and must be renewed after expiry.
Guing also warned against operating unregistered vehicles, which can attract fines ranging from ₹2,000 to ₹10,000 and possible imprisonment for repeat offences. He further informed attendees about the Good Samaritan Scheme, which rewards individuals who assist accident victims with a cash incentive of ₹5,000.
In his welcome address, ACVA President C. Renbi Ngullie reflected on the association’s journey, honouring the pioneers who laid its foundation. “Our backbone includes the district administration, law enforcement agencies, and the District Transport Office,” he said.
Touching upon the topic of “One Government, One Tax,” Ngullie clarified that Speaking on the issue of “One Government, One Tax,” he clarified that the ACVA is not against to the Naga freedom movement or the Naga Political Groups (NPGs) rather they also support toward the Naga political solution.
However, the ACVA stated the general public cannot manage or tolerate multiple taxation and taking into account the sentiments, the aspirations of the Civil Society Organisations (CSOs), Apex Tribal Hohos, and the general public, the association reiterating its call for ‘one government one tax or one nation o ne tax’.

Y. Bankathung Lotha, the first President of ACVA, recalled the struggles during the formation of the association. “This is more than just an organisation. It must continue to operate for public benefit and not personal gain,” he said, urging members to maintain professionalism and build trust with passengers.
The celebration commenced with a car rally through key locations in Wokha town, including Local Ground, Clock Tower, NST Junction, PWD Junction, Forest Junction, and NAYARA Fuel Station, Niropen Colony, followed by a silent prayer in remembrance of the founding members.
The formal session featured Nyanbemo Patton (General Secretary) as Master of Ceremonies, with blessings by Nzanthung Murry (WDAU), welcome and acknowledgment by President C. Renbi Ngullie, greetings by former president Y. Bankathung Lotha, reflections and video presentation by Lipenthung Ovung (Organising Secretary), and closing remarks by the MC.
During the general discussion, the association passed the following key resolutions on its 11th Foundation Day:
- All taxation-related matters must be routed through the ACVA units.
- The tenure of office bearers will be extended from three years to five years (2025–2030).
- No bail will be granted by ACVA to drivers found intoxicated while on duty.
- Drivers found guilty of intoxication or reckless driving resulting in accidents will be expelled from the association for a period of three years.
- ACVA has appealed to the government for urgent repair of the collapsed culvert at Zuvodong Colony, which serves as a vital route linking the District Civil Hospital, colleges, and Wokha town. The current state of the road has rendered it impassable, severely affecting daily commuters and emergency services.
The event also marked the announcement of the new executive committee for the 2025–2028 tenure with Yanyithung Lotha elected as the president, Libenthung Ovung as General Secretary, Renben Ngullie as Vice President, Yanbothung Lotha represent as the Organising secretary, Renbemo Kikon appointed as the Finance Secretary, Sulanthung Ezung as Action Committee, Thungdemo Humtsoe as Action Committee Co-Convenor.
