The Ao Students’ Conference (AKM) has issued a set of directives for all hostels and paying-guest (PG) facility owners, wardens, and stakeholders in Mokokchung District, emphasizing that the safety and security of students must be given top priority. The directives are to be strictly followed without deviation. For hostels under Mokokchung District, AKM has mandated that in co-educational hostels, a girl warden must be appointed for girls and a boy warden for boys, with strict restrictions on students of opposite genders entering each other’s rooms. Surveillance cameras (CCTV) with adequate lighting must be installed outside hostel premises, at entry and exit gates, hallways, and study halls, along with proper fencing to ensure the security and welfare of hostellers. Electronic gadgets and mobile phones are to be kept in the custody of hostel proprietors or wardens, with a specific time frame for usage. For students whose parents reside outside Mokokchung, a local guardian residing within the district must take responsibility with the consent of both the proprietor and parents, and students cannot serve as guardians.
Ragging, as well as physical or verbal abuse, is strictly prohibited, with defaulters facing expulsion. Fire extinguishers and emergency medical facilities must be made available inside hostels, and consumption of tobacco and other intoxicating substances is strictly banned. All non-registered hostels operating without a valid NOC must register with the AKM office immediately. From the academic session 2026 onwards, separate hostels for boys and girls must be maintained for students from Class 8 and above. Hostels must also provide hygienic, nutritious, and well-balanced food prepared in a clean environment and served safely.

For paying-guest facilities in the district, AKM has stipulated that from the academic session 2026, students below Class 12 will not be accommodated. The AKM also stated that timely inspections will be conducted by the concerned Student Union, and necessary actions will be taken against any hostel found violating the directives.
