Assam: Five-member team of advisory board under NSA meets Waris Punjab De members in Dibrugarh jail

A five-member team of Advisory Board constituted under the National Security Act (NSA) arrived in Dibrugarh on Wednesday to review the cases of the nine Waris Punjab De members who have been lodged in the Dibrugarh Central Jail under NSA. Sources said that the team headed by retired High Court judge Justice Shabihul Hasnain (Chairperson) consists of Suveer Sheokand (member), Divanshu Jain (member), Rakesh Agarwal, IGP Punjab Police and Rupinder Kaur Bhatti, SP, Punjab Police arrived at the Dibrugarh Central Jail at 3.30pm to meet the Waris Punjab De members. They left the jail premises at 6.45pm after talking to jail officials and other government officials.

The Advisory Board constituted under the NSA has been conferred with the crucial function of oversight mechanisms to examine the grounds on which detention order is made and the material offered by the government to justify the detention order. The Board will have to submit its report to the government within seven weeks from the date of detention of the person concerned.

Currently nine Waris Punjab De members – Daljit Singh Kalsi, Papalpreet Singh, Kulwant Singh Dhaliwal, Varinder Singh Johal, Gurmeet Singh Bukkanwala, Harjit Singh, Bhagwant Singh, Basant Singh and Gurinderpal Singh Aujla – are lodged at Dibrugarh central jail under the National Security Act (NSA).

Meanwhile the family members of Waris Punjab De members lodged in Dibrugarh Central Jail have been granted permission by the district magistrate of Amritsar to meet them at the Dibrugarh jail. Sources said that the kins of two Waris Punjab De members Daljit Singh Kalsi and Papalpreet Singh will meet the detainees at the Dibrugarh Central Jail on Thursday. The family members of the other Waris Punjab De members may not come due to the harvesting season in Punjab, sources said.

Earlier on April 10, a 3-member lawyers delegation from the Shiromani Gurdwara Parbandhak Committee (SGPC), Punjab led by senior advocate Bhagwant Singh Sialka met the Waris Punjab De members lodged in the Dibrugarh Central Jail. The lawyers team comprising of Bhagwant Singh Sialka, Mandeep Singh Sidhu (younger brother of Deep Sidhu, the deceased founder of Waris Punjab De) and Rohit Sharma assisted by Senior Advocate from Dibrugarh Samir Kumar Todi met the prisoners at the Dibrugarh jail. Samir Kumar Todi has been appointed by the Dibrugarh District Legal Service Authority (DDLSA) as the Legal Aid Counsel for the Waris Punjab De members kept in Dibrugarh jail.
