AYO to adopt non-cooperation against NSCN (Khango), directs all Angami national workers to disassociate from the group

The Angami Youth Organisation (AYO) held an emergency presidential council meeting of all its four-affiliate organisations today at APO Hall, Kohima, following the ‘death penalty/capital punishment’ issued to the proprietor of KKB Rülho, an Angami contractor by the NSCN (K) Khango group.

The meeting deliberated on the issue of the death penalty/capital punishment and also on the future course of action.

Addressing the media at its office this evening, AYO President Christopher Ltu informed that the house unanimously adopted a resolutions wherein, the house resolved not to cooperate with the NSCN K (Khango) group in the entire Angami jurisdiction. The resolution has also given a clarion call to all the Angami National workers under Khango group to disassociate from the group immediately. The house also reaffirmed the Angami Public Organization (APO) 1993 resolution which states that if Naga political groups do not come together under one banner, the Angami villages would not extend contribution to the various groups. This 1993 resolution was also reaffirmed in 2015.

According to AYO, the contractor who is a very prominent figure in the Angami community received death threats over the phone by an individual from the NSCN K (Khango) group on July 20. The contractor was threatened of capital punishment if he fails to pay a certain amount of tax within a period of 15 days.

AYO explained that they had communicated with the Angami Region Chairman of Khango group who initially declined of such demand or threat however, after some days it claimed responsibility stating that, the order was given by their higher ups.

The organization asserted that It had reached out to Khango group to resolve the matter however, despite extending its olive branch to the group it failed to give any positive response to the organization.

“We have been very benevolent towards the group who have given the death threat. We waited but there is no response from the group,” said the President.

The organization also made it clear that the matter is now being taken up in their level and it will have nothing to do with the contractor. It also said that the organization is ready to meet and discuss with the group anywhere within Kohima jurisdiction.

The organization said that taxation is one of the biggest menace in Nagaland and this particular incident is one of the most eye opening and revelation of how common people are facing such problems in the entire Naga society.

Cautioning the Naga Political groups not to mistake the silence of the public as weakness, the President said, “If the general public are always threatened by the NPGs, the day may not be far away where the public will have to take action, which may have far reaching consequences.The public and citizens should not be undermined.”

The organization also pointed out that the government has been assuring of protection against such illegal activities however, their trust on the government agencies is a failure.

On enquiring whether any FIR has been filed, the organization said, “We may not take up the case through the government level but the PHQ informed us that they will be filing a suo moto case.”

Further, the organization cautioned that if there is no positive response in the next few days, it will initiate its own course of action.

Resolutions Adopted:

1). Since the higher authority of the NSCN (K) Khango Group has accepted that the death penalty/capital punishment issued to the Proprietor of KKB Rülho is the doing of their group, the AYO would like to seek explanation from the concerned group as on what ground or the circumstances that warranted to the imposition of capital punishment to the Angami contractor.

2). The AYO office, through the Angami region of the NSCN (K) Khango Group, offered an olive branch to the competent authority of the faction, to come forward to sit across the table for discussion at a place in Kohima. However, the Khango group failed to respond positively before the given deadline, i.e. 25th July, 2024. Therefore, the AYO in its Presidential Council Meeting, resolved to extend non cooperation to the NSCN (K) Khango Group till such time the matter is resolved between the two parties.

3). In learning that the death penalty/capital punishment was issued without any valid reason(s), the AYO considered the act of the Khango Group as a direct challenge to the entire Angami community. With the failure of the Khango Group to meet the AYO officials within the given deadline (25th July), the apex youth body of the Angami tribe, resolved to call back all the Angamis who are in the NSCN (K) Khango Group. Therefore, all the Angamis working with the Khango Group are hereby asked to disassociate from the group until the matter is resolved. Upon this resolution, the four ranges are directed to interfere and act accordingly by getting in touch with their respective range members who belong to the Khango group.

4). The AYO Presidential Council Meeting also reaffirmed to the standing resolution of the Angami Public Organisation taken in 1993. The APO in 1993, has passed a resolution that the Angamis will not entertain the taxation of any Naga national groups until they merge as one.
