Capacity building training for AHoDs and Senior Officers was organised by the Personnel & Administrative Reforms Department (Administrative Reforms Branch) on May 31 at Secretariat Conference hall, Nagaland Civil Secretariat, Kohima.
Chief Secretary, Dr. J Alam sharing his thought at the training emphasized the importance of good governance and the role of senior officers in decision making.
While emphasising the importance of Nagaland Rules of Executive Business, Alam urged the officers to thoroughly go through it adding that the Rules of executive business is actually the basic document of governance. He also pointed that many officers just pick and read parts of the Nagaland rules executive business which make them miss out many important points.
On the service conduct rules, discipline and appeal rules, Alam said that in Nagaland, we do not actually use service conduct and discipline rules very frequently, so our familiarity with this is quite limited, although P& AR department is there to guide us in these matters. He therefore urged the senior officers to have the basic understanding of the matter and also guide the departments when need arises.
Also stressing the importance of IT tools in governance, Alam lamented that using various tools like Google calendar and chatGPT app etc can enhance personal productivity as officers.
Alam also called on the officers to familiarize with the rules of executive business rules, service rules, accounting matters, legal aspects, assembly matters etc so that they can guide the subordinate in such matters. He also asserted that when the senior most officers are not thorough or familiarised with office rules or procedures there is a possibility that you might end up taking wrong decisions.
Alam said that various topics have been carefully chosen keeping in mind the upcoming AHODs who will be dealing with similar issues in their daily assignments as senior officer. Alam urged the officers in training to do some prior study of subject matter so that there will be clarity and they can also clarify doubts if any during the training.
Alam said, he is encouraged by the attendance and hoped that the training program will bring about a perceptible change and overall improvement in the functioning of the governance system.
The training which Is mandatory for IAS, Ex Cadre and NCS officers will be conducted in phase wise and topics will vary from capacity building on Human Resource and other various subject matters related to State Government.
The first round will be on working Saturdays from 31st May to 5th July, 2025. The second round of training will be from 19th July to 30th August, 2025.

Topics for the training will be on Rules of Executive Business, Service matters, Service & Conduct Rules, Discipline &Appeal Rules, IT tools in Governance, Budget & Finance matters, Treasury, Accounts & Audit matters, Planning matters and Legal Aspects of Governance.
The Government is also planning to continue the training on other subject matters by engaging Resource Persons from outside the state.
