New Delhi: Enquiry Committee set up to investigate reasons for breach in security, identify lapses and submit report with recommendations

The persons involved in the protest in the Parliament on 13th December 2023 have been charged under the Unlawful Activities (Prevention) Act by the Delhi Police. In yesterday’s incident, two men – Sagar Sharma (26) and Manoranjan Devarajegowda (34) – entered the Lok Sabha chamber with passes issued by BJP Member of Parliament from Karnataka, Pratap Simha. They shouted slogans and opened yellowish coloured gas canister inside the House before being overpowered by the MPs.

Two more persons – Amol Dharaj Shinde (25) and Neelam Singh (37) – were apprehended outside the Parliament. They too had opened coloured gas canisters and shouted slogans. According to reports from several reputed media houses, two more persons have been identified for their involvement in the protests. One Vishal (Vicky) Sharma has also been arrested while the “handler” Lalit Jha is reportedly absconding.

Media reports also said that the case was registered under UAPA sections 16 (punishment for terrorist act) and 18 (punishment for conspiracy, etc.) and IPC sections 120B (criminal conspiracy), 452 (trespass), 153 (wantonly giving provocation, with intent to cause riot), 186 (obstructing public servant in discharge of public functions) and 353 (assault or criminal force to deter public servant from discharge of his duty) at the Parliament Street police station.

The Ministry of Home Affairs on Thursday informed that it has ordered an Enquiry of parliament security breach incident. “An Enquiry Committee has been set up under Shri Anish Dayal Singh, DG, CRPF, with members from other security agencies and experts,” the Spokesperson of MHA announced on X. The committee will investigate into the reasons for breach in security of Parliament, identify lapses and will submit its report with recommendations, including suggestions on improving security in Parliament, at the earliest, it said.

According to PTI, the Lok Sabha Secretariat has suspended eight personnel for the security breach in Parliament that took place on the 22nd anniversary of the assault on the Parliament where nine people were killed. Five armed assailants carried out the attack causing the deaths of six Delhi Police personnel, two Parliament Security Service personnel, and a gardener. The assailants were later killed.

Meanwhile the Opposition Parties conducted a meeting on Thursday where it made two demands:

  1. A detailed statement by the Home Minister in both Houses, followed by a discussion on the very serious and shocking security breach witnessed in the Lok Sabha yesterday.
  2. Strict action against the BJP MP Pratap Simha who provided the visitor passes to the intruders.

“In view of the gravity of the situation adversely impacting upon the security of the institution of Parliament and the Parliamentarians, on behalf of the opposition and INDIA parties, we demand that a statement Union Home Minister on this serious matter be followed by a discussion in regard to urgent remedial security measures in the abode of Democracy,” Congress chief Mallikarjun Kharge said in a post on X.
