DNSU appeals to Governor for revocation of AFSPA, facilitation of Naga political issue and implementation of ILP

The Dimapur Naga Students’ Union (DNSU), on Wednesday, submitted a representation to the Governor appealing for the repeal of AFSPA; prioritize early and amicable resolution of Naga political issue; implementation of the Inner Line Permit (ILP) regime; and infrastructure development to ease the escalating traffic congestion.

  1. Repeal of the Armed Forces (Special Powers) Act (AFSPA): The Union expressed deep concern over the continued imposition of the Armed Forces (Special Powers) Act, 1958 (AFSPA) in Nagaland, and the protracted delay in achieving a final and honorable resolution to the Naga political issue.

“The AFSPA, a draconian law, has for decades cast a shadow of fear and insecurity over the lives of our people. Its provisions grant sweeping powers to security forces, leading to numerous instances of human rights violations, including arbitrary arrests, torture, extrajudicial killings, and sexual violence. The very presence of this Act undermines the fundamental principles of democracy and human dignity,” stated the Union in its representation.

It asserted that the continued presence of AFSPA perpetuates a climate of mistrust and alienation, hindering the process of peace and reconciliation. The DNSU also reminded on the incident in Oting, Mon district, which have devastating consequences of AFSPA’s unchecked powers. Joining the voices demanding the immediate and unconditional repeal of AFSPA from Nagaland, the Union expressed belief that lasting peace and security can only be achieved through dialogue, mutual respect, and the upholding of human rights, not through oppressive legislation.

  1. Naga Political Issue:

The Union viewed that the protracted negotiations have created a sense of frustration and disillusionment among the Naga populace, particularly the youth, and further hindering the socio-economic development of Nagaland and the region. In this regard, it urged the Government of India and the Naga political groups to expedite the peace process and arrive at an early and honorable settlement that respects the unique history, identity, and aspirations of the Naga people.

It appealed the Governor to “use your good offices to advocate for the immediate and unconditional repeal of the AFSPA from Nagaland.” The Union also requested to ensure that the rights and aspirations of the Naga people, particularly the youth, are given due consideration in the ongoing peace process; and facilitate a conducive environment for dialogue and reconciliation, fostering trust and understanding among all stakeholders.

  1. Concerns regarding the imperative implementation of the Inner Line Permit (ILP) regime in Dimapur, Niuland and Chümoukedima Nagaland.

“This matter is of paramount importance for the protection of the indigenous Naga people and the preservation of our unique socio-economic fabric.

Dimapur, as the commercial hub of Nagaland, holds a crucial position in the state’s economy. It is a matter of undeniable fact that a significant portion, estimated to be nearly 90%, of the economic activities in Dimapur are controlled by non-local entities. While we acknowledge the contributions of various communities, it is imperative to address the growing concerns regarding the exploitation of indigenous resources and the erosion of our people’s economic rights,” stated the DNSU.

It also rued that, under the guise of minority rights, certain non-local elements are demanding exemptions from the ILP regulations.

“This demand, if entertained, would severely undermine the very purpose of the ILP, which is to safeguard the interests of the indigenous Naga population. The ILP is not intended to discriminate against any community but to ensure that the economic development of Nagaland benefits its rightful owners – the indigenous inhabitants.

Furthermore, the prevalence of the “benami” system in business operations is a serious issue that necessitates immediate action. This practice allows non-locals to operate businesses under the names of indigenous individuals, effectively circumventing regulations and denying indigenous Nagas their rightful share in the economy. This system perpetuates economic disparity and further marginalizes the indigenous population,” asserted the DNSU.

In its representation, the DNSU made the following appeals:

-Expedite the immediate and comprehensive implementation of the ILP regime in Dimapur.

-Reject any demands for exemptions from the ILP, especially those made under the pretext of minority rights, which would undermine the core purpose of the regulation.

– Take stringent measures to curb the prevalence of the “benami” system and ensure transparency in business operations.

– Initiate a thorough review of existing business licenses and ownership structures to identify and rectify any instances of exploitation and illegal practices.

– Reinforce the enforcement mechanisms to effectively monitor and regulate the entry and stay of non-locals in Dimapur.

  1. Appeal for Infrastructure Development to ease the escalating traffic congestion:

The rapidly increasing vehicular population, coupled with the existing road infrastructure, has led to severe bottlenecks, causing significant delays, economic losses, and environmental pollution, mentioned the Union.

In this regard, it appealed for the following infrastructure developments:

-Construction of a Flyover in Dimapur: The persistent traffic congestion at key junctions within Dimapur has become unbearable. A strategically planned flyover would significantly improve traffic flow, reduce travel time, and enhance overall connectivity. This flyover would alleviate the traffic congestion at the most congested junctions, such as the area around the railway station, and the area around the city center. It would also reduce the amount of fuel wasted while waiting in traffic, and reduce the emissions from the vehicles.

-Expedite construction of the road connecting Amar Mill to the National Highway: The completion of the road connecting Amar Mill to the National Highway is of paramount importance. This road would serve as a vital alternative route, diverting a substantial portion of traffic away from the city’s core arterial roads. The completion of this road will reduce the traffic congestion on the existing roads, and provide a much needed alternative route for commercial vehicles. The rapid completion of this road will greatly improve the efficiency of transportation of goods, and people.

The current traffic situation not only affects the daily lives of residents but also hampers economic growth and discourages investment in our city. The proposed infrastructure projects would:

-Reduce travel time and improve commuting efficiency.

– Minimize fuel consumption and reduce environmental pollution.

– Enhance road safety and reduce the risk of accidents.

– Boost economic activity and improve the quality of life for all residents.

The DNSU urged the Governor to prioritize these projects and allocate the necessary resources for their timely implementation.

“We are confident that your intervention will bring much-needed relief to the residents of Dimapur and pave the way for a more efficient and prosperous future. We are ready to cooperate with the government in any way possible to help make these projects a reality. Your intervention in these matters is crucial to uphold the constitutional rights of the indigenous Naga people and to ensure the sustainable and equitable development of Nagaland. We trust in your commitment to safeguarding the interests of our people and upholding the sanctity of the law,” expressed the DNSU.
