The Dimapur Urban Council Chairmen Federation (DUCCF) has appealed to all grassroots leaders to exercise utmost responsibility in the issuance of Indigenous Inhabitants Certificates, underscoring the importance of protecting the rights and identity of the indigenous people of Nagaland.
The Federation placed on record its sincere appreciation to the Dimapur District Administration for entrusting the responsibility of certification related to the Indigenous Inhabitants Certificate to the concerned colony Gaon Burahs (GBs) and Chairmen.
DUCCF noted that this responsibility has, on record, been looked after by grassroots leaders for over two decades.
In a statement issued by Zasivikho Zakiesato, President, DUCCF, the Federation described the move as a significant step towards strengthening grassroots governance and ensuring authenticity in the process of identifying genuine indigenous inhabitants. The Federation expressed strong belief that the involvement of colony-level leaders, who are well acquainted with the people and the history of their respective localities, will help uphold transparency, accountability and credibility in the certification process.
In this regard, DUCCF earnestly appealed to all grassroots leaders, GBs and Chairmen to exercise the highest sense of responsibility while discharging their duties.

Before affixing their signatures on Indigenous Inhabitants Certificates, leaders have been urged to carefully trace and verify the original roots and background of applicants, ensuring that only genuine cases are certified. DUCCF cautioned that any lapse or casual approach could have long-term consequences for society at large.
Stating that the Indigenous Inhabitants Certificate is not merely a document, DUCCF said it is a crucial instrument meant to safeguard the rights, identity and future of the Nagas of Nagaland, and stressed that its sanctity must be protected at all costs.
The Federation further reiterated its commitment to stand with the Dimapur District Administration and all responsible stakeholders in protecting the interests of indigenous people and ensuring that the intent behind the certification process is upheld in letter and spirit.
