In a statement, the Federation said the recent decision by the Chairman, DMC to reshuffle portfolios was a necessary and well-intentioned corrective step aimed at restoring transparency, fiscal discipline, and administrative efficiency.
However, it said resistance to such reforms by certain councilors, particularly those entrusted with revenue-generating portfolios, raises serious questions about accountability, integrity, and the handling of public funds. DUCCF expressed that the team work of DMC should have accountability.
Stating that oppositi0n for the sake of opposition has unfortunately become a tradition in Nagaland politics, the DUCCF asserted that such conduct has no place in civic governance where people’s livelihoods and city development are at stake.
DUCCF categorically stated that internal power struggles, factionalism, and deliberate obstruction of administrative reforms are directly responsible for the paralysis witnessed in the functioning of the DMC, including the non-payment of salaries to municipal employees and the stagnati0n of developmental works in Dimapur.

DUCCF further pointed out that it is an open and undeniable fact that crores of rupees are collected from revenue-generating areas in Dimapur, yet these collections have not been proportionately reflected in the government treasury, civic infrastructure, or the wages of municipal workers. The Federation stated that it has records of revenues generated prior to the 2023 municipal elections and firmly believes that had revenues been honestly remitted and transparently managed, Dimapur would not be facing its present pathetic civic condition.
In view of the seriousness of the issue, DUCCF has strongly demanded and appealed to the Municipal Affairs Department to take immediate action by conducting a thorough scrutiny and inquiry into revenue collection and remittance by concerned councillors; immediate accountability from councilors handling key portfolios and the receipt endorsed to them, whether it is a department authorized receipt of a self-styled receipt; and conduct an audit in every financial year.
The DUCCF has also appealed to all councillors to end obstructionist politics driven by personal interests and instead work collectively for public welfare as promised to the people and stand firmly for transparency, peace and responsible governance.
