Governor highlights government’s achievements at 14th NLA Budget session

The budget session of the 14th NLA commenced today, which will go on till March 8 with a recess on March 5 .

During the first day of the session on March 3 , Governor of Nagaland La Ganesan in his address highlighted that the House has collectively taken steps to ensure the peaceful resolution of the Naga Political Issue where a consultative meeting with apex and influential tribal bodies and civil society organisations to deliberate on the Naga Political Issue was held on September 12, 2024. On November 21, 2024, the Chief Minister accompanied by his Cabinet colleagues met the Union Home Minister and apprised him of the desire of the people for an early solution of the Naga Political Issue. Further, the Government submitted comments on the third Draft of the Memorandum of Settlement in respect of the Frontier Nagaland Territorial Authority to the Ministry of Home Affairs on November 6, 2024. “Two rounds of discussions have already been held, one in New Delhi and the other in Chumoukedima. Substantial progress has been made and we are hopeful that any remaining concerns of the ENPO will be addressed,” stated the Governor.

Governor of Nagaland spoke on a series of initiatives in health and education, with advancment in digital innovation, infrastructure development, and healthcare accessibility.

The education sector, according to Ganesan, is witnessing a digital revolution with the introduction of SMILE (Smart Attendance & Informative Leaves) and TAMS (Teacher Attendance Management System), streamlining teacher accountability. Infrastructure has also received a boost, with 11 new elementary schools, 7 secondary/higher secondary schools, and 15 residential quarters added. Additionally, five Government Middle Schools (GMS) and one Government Primary School have been upgraded.

“On the academic front, the government has emphasized lifelong learning through the ULLAS initiative, while scholarships remain a priority. In the NMMS 2025 exam, 486 students appeared, and 180 secured scholarships, reinforcing financial support for meritorious students,” stated the Governor.

Healthcare: Expanding Reach & Strengthening Support

According to the Governor, the Chief Minister’s Health Insurance Scheme (CMHIS) has made impressive strides, with 66 hospitals empaneled within and outside Nagaland, and 17,501 claims approved, 11,638 settled. Meanwhile, the Ayushman Bharat PM-JAY scheme has 77 empaneled hospitals, 30,379 claims approved, and 22,914 settled as of February 16, 2025.

A major push In tuberculosis eradication continues under TB Mukt Abhiyan, with 387 donors providing food and nutrition support to TB patients through the Nikshay Mitras Initiative. He also highlighted that the National Ayush Mission is also gaining traction, with training and medicinal plant distribution in 10 locations across six districts, alongside herbal gardens established in Kisama and Yingli College, Longleng.

Powering Nagaland, Major Boost in Infrastructure & Renewable Energy

In a significant push towards strengthening power infrastructure and renewable energy adoption, Nagaland has secured ₹667 crore under the Revamped Distribution Sector Scheme (RDSS). The Governor, in his address during the Sixth Session of the 14th Assembly, highlighted key initiatives, including the construction of a new substation in Chümoukedima and the ₹24 crore upgrade of Nagarjan Substation.

On the renewable energy front, the state has installed 7 rooftop solar panels with a combined capacity of 24.11 kWp and deployed 18,000 Smart Prepaid Meters in Dimapur and Kohima at a cost of ₹20 crore. Major projects like the ₹40 crore 2.4 MW Duilumroi Small Hydro Project in Peren and solar plants in Hovukhu (5 MW) and Zhadima/Teichüma (5 MW) are also progressing, reinforcing the state’s commitment to sustainable energy.

Achievements in Law Enforcement and Governance

The Governor’s address also highlighted key developments in law enforcement and governance. The Governor reported that the Nagaland Police registered 1,308 cognizable cases, including 108 UG-related cases, while drugs worth over ₹44 crore were seized in 2024. The Police Engineering Project saw the completion of SP Offices in Wokha and Tuensang, along with Officers Mess and NGOs Mess at the Police Complex in Chümoukedima.

In the Excise & Prohibition Department, seizures valued at ₹1.18 crore were made, leading to the arrest of over 1,770.

Highlighting achievements of Government during the ongoing financial year, Ganesan mentioned the future programmes of the Government such as Agriculture & Allied Sectors, Rural Development , Power, Industry, Road and other Infrastructure related sectors , Health, Education, Labour and other social sectors , Tourism, Art & Culture, YR&S, Employment and IPR , Law & Order, Planning, Finance. Agriculture & Allied Sectors, Rural Development .

While acknowledging that the agricultural sector still plays a pivotal role in the economy, Governor highlighted that under the Digital Agriculture Mission various initiatives towards smart farming have been launched including development of an integrated web-based Geo-Portal and a mobile application based on geo-cloud-oriented architecture. Under PM-KISAN, 2, 21, 931 farmers have benefitted and an amount of 7 620 Crores has been directly credited to their individual bank accounts as on 31st January, 2025. Under the Mission Organic Value Chain Development for North East Region (MOVCDNER), the state has covered 30,500 hectares area under Organic cultivation benefiting 31,104 farmers.

Under the National Livestock Mission (NLM) Programme of the Government of India, the Department of Animal Husbandry and Veterinary Services during 2024-25 established 26 Pig Breeding Farms through credit linkage (50% bank loan & 50% capital subsidy from Govt. of India).

To contain and control various diseases afflicting the animals, the State is Constructing 3 (three) Veterinary Hospitals in Chumoukedima, Niuland & Shamator at an estimated cost of & 250.00 lakhs.

Further, the Department of Horticulture identified 16 Horticulture Model Villages in each District across the State. With a total area coverage of 340 hectares, the initiative has been taken under the Mission for Integrated Development of Horticulture (MIDH).

The Department of Sericulture under the Silk Samagra-2 Programme has covered 800 beneficiaries. The Governor informed that rearing of Silkworms has generated employment to 17,350 persons.

The PHE Department, under Jal Jeevan Mission (JJM), has provided 3,37,174 Functional Household Tap Connections (FHTC) till date. Further, 26,601 rural households are planned for coverage with drinking water supply through FHTC during the current financial year.

The Department of Water Resources, under the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY)- Har Khet Ko Pani (HKKP), is expecting to complete 270 Surface Minor Irrigation Schemes at an estimated cost of 206 crore by March 2025, informed Ganesan. Under the Groundwater Scheme of the PMKSY, 262 units of Groundwater Irrigation Schemes at an estimated cost of 718 crore covering five districts namely Dimapur, Peren, Wokha, Mokokchung and Mon have been completed.

Further, the Department of Food and Civil Supplies, has achieved 100 percent Online allocation and 100 percent Supply Chain Management, stated the Governor.

Tourism, Art & Culture, YR&S, Employment and IPR :

Key achievements of the Tourism Department was the completion of Phase-l Development of the Naga Heritage Village, Kisama. Phase-2 Development of the Naga Heritage Village, Kisama has commenced with plans on upgrading the VIP rostrum and the main stage to international standards. Department is focusing on projecting the State as a Green Destination to achieve the goals enshrined in the Nagaland Tourism Policy 2024. Konyak Heritage Complex at Mon is also nearing completion.

To cater to broadcasting of various awareness and educational videos, documentaries etc , the Department of Information & Public Relations has catered 7 well equipped Multi Media Mobile Vehicles to broadcast various awareness and educational videos, documentaries etc. The in troduction of the Nagaland Super League (NSL), a prospective self-sustainable football league on 28 Jan 2025 was also highlighted.

Under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) scheme, the Department of Youth Resources and Sports targets to provide skill training to 1,050 youths across three job roles for one year, sponsored by the Ministry of Skill Development and Entrepreneurship.

The Governor also stated that the Nagaland Public Service Commission advertised 305 post under NCS/NPS/NSS & Allied services and Common Education Services and declared the results through different exams with a total selection of 154 candidates.During the calendar year 2024, the Nagaland Staff Selection Board successfully conducted recruitment process and recommended 341 (three hundred forty one) candidates for appointment in various positions under Clerical & Allied Services Examination (CASE), Combined Technical & Educational Services Examination (CTESE) and Combined Uniform Services Examination (CUSE).
