A nine-day intensive Capacity Building Training programme for nearly 720 Multi-Tasking Staff (MTS), including supervisors and sardars of the Nagaland Civil Secretariat, commenced on 16th February 2026 at Nagaland Civil Secretariat, Kohima.
The programme has been organised by the Secretariat Administration Branch ‘B’ of the Home Department in collaboration with its training partner, Living For Environment (LiFE), a non-governmental organisation dedicated to promoting sustainable environmental practices.
The training curriculum has been carefully structured based on findings from a 2019 waste assessment study of the Secretariat conducted by LiFE. It also incorporates Swachh Office protocols and aligns with the amended Solid Waste Management Rules, 2026, which will come into effect from April 1, 2026.
The initiative aims to enhance the professional standards and operational efficiency of the Secretariat’s essential support staff. Over the course of the programme, participants will be trained in modern sanitation and waste management practices, with a focus on effective waste segregation and environmentally responsible disposal methods in accordance with prevailing regulations.

The sessions will also cover technical aspects such as the proper use and maintenance of cleaning equipment to ensure a hygienic workplace. Emphasis will be laid on improving professional conduct, including office etiquette, workplace discipline and service standards, to promote a more efficient administrative environment. In addition, participants will receive practical guidance on personal hygiene and safety measures to safeguard their health and well-being.
Following the classroom sessions, practical training will begin in March. During this phase, the LiFE team will assess participants’ understanding, monitor the implementation of newly introduced practices and identify areas requiring further improvement.
The training initiative reflects the Home Department’s continued commitment to transforming the Nagaland Civil Secretariat into a model of cleanliness, efficiency and sustainable administrative practice.
