Jail Committee Members visits District Jails in Zunheboto and Tuensang Kohima

The Jail Committee Members led by Neiko Akami, NJS, Member Secretary, NSLSA and Solezhol Neikha, Sr. Superintendent of Police, Central Jail Dimapur, accompanied by District and Session’s Judge cum Chairman ZDLSA, Phuleto Yeptho, NJS, LADCs and Panel Lawyers ZDLSA visited District Jail Zunheboto.

The Member Secretary (NSLSA) and Members (JCM) interacted with the inmates.

Neiko Akami, NJS, Member Secretary NSLSA, spoke on the key aspects of inmates reformation, implementation of vocational training, ensuring access to free legal aid ,protecting the dignity of incarcerated individuals ,focusing on rehabilitation to lower the likelihood of reoffending .

Solezhol Neikha, Sr SP, Central Jail Dimapur spoke on the inmates remuneration, which includes wages structure, legal standing, the wages are a part of rehabilitation process design to help inmates reintegrate into society providing ,skills and savings for life after prison. The ordinary and special remuneration refers to the reduction of a sentence earned through Good conduct , industrial labour or exceptional services as regulated by state specific jail manual.

Phuleto Yeptho NJS, District and Session’s Judge cum Chairman ZDLSA spoke on the key differences and aspects of Under- Trial Prisoner (UTPs) and Convicts. The objective of the prison is not to retaliate against an offender. It aims to make a prisoner a better human being by Transitioning from punitive measure to correctional methods so that they can become a good citizen and useful person for society in the future.

Inspection session was conducted in the prison cell, handicraft areas, women’s cell and Legal Aid clinic Jail.

The Member Secretary (NSLSA) and Member of JCM, recommended for installation of Western Commode at female ward and on setting up of Chapel Hall as per the request of the jail inmates.

At present there are 12 UTPs and two convicts lodged at District Jail Zunheboto.

Tuensang:

Member Secretary of the Nagaland State Legal Services Authority, Neiko Akami along with the Tuensang District Legal Services Authority, accompanied by Judicial Magistrate, Kumdilong Kessen, NJS, Secretary, TDLSA, L Bumeng Khiam, Superintendent, District Jail Mokokchung, P Herola, Retainer Lawyer, TDLSA, Antimangyang Chang, Chief LADC and Assistant LADC, Thondi Ongphang paid an official visit to Tuensang District Jail.

During the visit, the Member Secretary addressed and interacted with Aonochet Aier, Superintendent, Y Chubasangle Chang, Assistant Jailor, District Jail, Tuensang and discussed about the present inmates in the jail and also reviewed the facilities, security arrangements, and legal aid services available to the inmates and conducted the meeting.

He inspected the jail premises and found out that the CCTV was not functional wherein he recommended the installation of a CCTV for security reasons and also installation of a European toilet in the female ward considering hygiene and also construction of a proper kitchen for the female ward.

The jail mini truck, which has been in service for approximately 20 years was found broken down, hence, appropriate steps for condemnation and replacement was also recommended.

He interacted with the jail inmates, encouraged them, informed them about their legal rights, and briefed them on the availability of free legal aid services under the Legal Services Authorities Act. He also interacted with the Jail inmates and highlighted the importance of legal aid and informed that the inmates can avail free legal services if they are financially constraint and are unable to afford legal representation.

Altogether there were 13 UTPS, 4 convicts and 5 inmates had already been provided legal aid further three(3) were identified as requiring legal assistance.

The inspection concluded with detailed directions to the jail authorities to address the infrastructural gaps, security concerns, and welfare-related issues at the earliest. The Member Secretary also directed the Legal Aid Defence Counsel system to ensure continuous monitoring of legal aid matters and render legal aid to eligible inmates.
