Kiphire: Legal literacy and awareness programme held

The Kiphire District Legal Services Authority under the aegis of National State Legal Services Authority (NALSA) in collaboration with the Department of Justice, Government of India, organised a legal literacy and awareness programme at DC Conference Hall on 23 January.

The awareness programme under DISHA scheme was attended by civil organisations, women leaders of various tribes, Kiphire Town Baptist Lithro (KTBL) youths and student organisation leaders.

Tsapikyu Sangtam, district coordinator of the Chief Minister Health Insurance Scheme (CMHIS), spoke on the advantages of the scheme. He remarked that in the previous years, there were misconceptions about the Aadhaar card especially among the illiterate sections but due to good awareness, people began to understand the importance of the card and today people don’t hesitate to make their own card.

He also shared his own personal experience from during the time his wife had an accident and he ended up spending about 1 lakh all because he was unaware about the benefits of certain government schemes like the Ayushman Bharat card.

The district coordinator informed that at present, CHC Pungro, DHK Kiphire and Likimro PHC are embedded hospitals in the district for health befitting schemes. He also pointed out that the Ayushman card is centrally licensed whereas the CMHIS is a state sponsored card.

The Ayushman card will give free treatment access to card holder around any part of India while the CMHIS card will provide access to free treatment at state level, informed Tsapikyu Sangtam.

During the programme, Lizila Sangtam, panel lawyer, DLSA Kiphire, educated the audience on the Disha scheme, Victim Compensation scheme and Sukanya Smriti Yojna (SSY) scheme.

She informed the gathering that the Disha scheme was started and initiated by the Department of Justice as a response to the bulk of pending cases in India.  She said the scheme aims to counter the legal illiteracy and ignorance of people and to provide them proper justice, and added that the awareness seminar held on Monday was one of the innovative programmes under the DISHA scheme.

Lizila Sangtam further spoke on the Victim Compensation Act 2009 and informed that the state government in collaboration with the central government will give compensation to any victim who has been exploited through certain crimes after the application is dropped in his/her case.

One can also apply for rehabilitation in case any major injury or damage has been imposed upon the victim, the panel lawyer added.

On the Sukanya Smriti Yojna (SSY) scheme, Lizila Sangtam informed that a female child below 10 years can open a savings account where the interest rate is 7% and she will be able to get the money after reaching 21 years of age or receive 50% of the amount by the time she reaches the age of 18.

Sangtam further informed that the scheme starts with Rs 250 or Rs 1,000 minimum deposit in a year.

The programme was chaired by Tsasela Sangtam, FOA DLSA Kiphire, while the invocation was pronounced by Yotsala Sangtam, youth pastor of KTBL.
