Kohima: workshop on Good Governance held

A workshop on Good Governance practices/initiatives in the district was held today at DC’s Conference Hall Kohima.

Deputy Commissioner Kohima Shanavas C, IAS, in his inaugural address stated that Good Governance is celebrated on 25 December every year in honour of the former prime minister of India Atal Bihari Vajpayee’s birthday.

He said it is celebrated for a week with the motto ‘Sushasan Saptah – Prashashan Gaon Ki Aur’, which means good governance week and governance towards villages, and added that it has a lot of relevance in the context of Nagaland with around 80% of its population being rural.

Emphasising a few points for good governance, Shanavas pointed out that adaptability and willingness to change would be the first thing towards good governance. Second would be the coordination and convergence amongst the departments which needs to be improved, he said, and for the departments to work together for the public. He said as a government servant, good governance is not to be celebrated only for a week but throughout the year and that one must ensure that good governance is delivered to the public.

Presenting on the good governance practices/initiatives taken up by the district, EAC Kohima Pichano Kikon highlighted women’s empowerment through menstrual hygiene management. She said the district administration in collaboration with Project Baala and other offices had organised an awareness training programme in November this year with its main objective to enable the female population to get access to safe, hygienic and affordable menstrual products.

The Sr Manager (Planning) of Kohima Smart City & Development Limited, Yhunchilo Khing, spoke on the implementation of Developmental Activities/Projects and stated that Kohima was selected as one of the 100 smart cities in the country on 20 September 2016. Since then, it has been striving to drive economic growth and improve the quality of life of the people by enabling local area development and harnessing technology, especially technology that leads to smart outcomes in line with the objectives of Smart City Mission (SCM) and MoHUA.

Khing said during its five years of existence, Kohima Smart City in the course has created some milestone achievements, be it in project implementation, ministry interventions and challenges, and financial and procedural accreditations. He further said that Kohima Smart City through some of its projects and interventions has also leveraged Good Governance into the system. He also informed on the creation of the eKMC portal under 1CCC for Kohima Municipal Council which has allowed the users (citizens) to avail the online facility of registering, renewal and payment for trade license, etc.

The Executive Engineer of PHED Kohima Urban Division, Er Subongyanger, presented on Jal Jeevan Mission where he highlighted on Village Action Plan (VAP)-Plan prepared by Gram Panchayat and its sub-committee, i.e. Paani Samiti, User Group and others, based on baseline survey, resource mapping, and felt needs of the village community to provide FHTC to every rural household, treat the generated greywater and plan its reuse, undertake surveillance activities and so on.

He said VAP would indicate the fund requirement and timelines for completion of work under the Mission and will be approved by the Gram Sabha. Irrespective of the source of funding, all drinking water-related works in the village are to be taken up based on the VAP and water supply scheme, bulk water transfer and treatment plants etc to achieve overall drinking water security in the state, and to be used for financial planning to cover all rural households.

The programme was chaired by EAC Kezocha Molosangla Ozukum while the welcome address was delivered by SDO (C) Kohima Nockpai Konyak, NCS. The vote of thanks was proposed by ADC Kohima Rhosietho Nguori, NCS.
