Minority Affairs Department informs on hostels under PMJVK

Kohima: Not adhering to guidelines is liable for cancellation of hostel

Regulatory Modalities for running of Hostels constructed under the Pradhan Mantri Jan Vikas Karvakram (PMJVK) in Nagaland.

I. The Pradhan Mantri Jan Vikas Karyakram (PMJVK) is a Centrally Sponsored Scheme being implemented under the Ministry of Minority Affairs, Government of India with the objective to improve socio-economic condition of the minority communities living in the areas through community infrastructure development support; provide basic amenities in the priority sector of Education, Health, Skill, Women and Sports, for improving quality of life of the people and reducing imbalances and development deficit in the identified Minority Concentration Areas.

2. As envisaged at Para 2.2.23 of the ‘Guidelines for Revised Pradhan Mantri Jan Vikas Karyakram (PMJVK) Scheme – 2022-23’ of the Ministry of Minority Affairs, Government of India, all hostels management authority shall strictly comply and adhere to the ‘Regulatory Guidelines for Hostels of Educational Institutions for Children’ (https://ncpcr.gov.in/guidelines) issued by the National Commission for Protection of Child Rights to ensure safety and security of children and their rights in hostel premises.

3. The relevant exert of the ‘Regulatory Guidelines for Hostels of Educational Institutions for Children’ for establishment and registration of hostel as envisaged in Chapter-I, II & III as under:-

a.  To apply to all institutions wherever children in the age group of 6-18 years are in accommodation for the purpose of imparting education.

b.  Applicable to any/all such institutions functioning under various nomenclature viz. College, hostel, coaching centre, remedial centre and any other institution wherever children in the age group of below 18 years are in accommodation for the purpose of imparting education.

a.  Nothing contained in these guidelines shall apply to any institution that falls under the purview of Juvenile Justice (Care and Protection of Children) Act, 2015.

b.  Registration shall be mandatory for any/all educational institutions having hostels/residential facilities for children below 18 years either regulated or affiliated or recognized by any other council/statutory  body/department/board or not.

3.1. Admission in Hostels:-

a. The educational institution U/S 2 (n) of the RTE Act, 2009 and not notified under specified category hostels shall not subject the students to any screening procedure. For hostels under PMJVK, the priority for allocation of seats in hostels should be given to minority communities specially women/girls.

b. The admission in the hostel should be done by parents of the child and/or guardian through written consent letter at the time of admission in the educational institution or throughout the year as per the desire/requirement of the child/parents/guardians subject to availability of seats.

c. The norms for admission prescribed by State Government in educational institutions may be followed during the time of the admission.

3.2. Fees:-

a.  The fees charged, by the hostel under PMJVK should be as per the rates of the State Government and only be collected on monthly or quarterly basis.

b.   The hostel while admitting a child should not collect any capitation fee.

3.3. Management of Hostels:-

a. A hostel shall maintain an adequate number of staff to manage the hostel. The strength of hostel personnel shall be directly related to the number of students residing in the hostel to effectively manage the day to day running of the hostel complex.

b. A hostel shall engage a Superintendent or Warden to supervise the activities of the hostellers. The number of Superintendents/Wardens engaged shall be on a ratio of one (1) Superintendent for a unit of not more than 200.

c. Hostels for boys and girls must be maintained in separate buildings with separate wardens, (i.e. male warden for boys and female warden for girls).

d.Hostel should provide healthy diet to hostellers and provide facilities such as: proper room/chair/table/book racks/bed/drinking water etc.

e. Ragging in any form shall not be allowed.

f. Career Guidance/Counselling/character moulding activities like Sports, Music etc. should be imparted and encouraged.

g. The warden must strictly enforce the daily study routine.

h. The salary/wages and allowances payable to, and the terms and conditions of service of, the staff will be such as prescribed by the State Government.

i. The hostel must ensure 1:50 Children – Warden ratio i.e. there should be one house-in charge for 50 children.

j. The guidelines/rules being issued by the Department must be strictly followed. (Not adhering to the guidelines is liable for cancellation of the hostel)

4. Other Instructions:-

a. Proper maintenance and cleanliness are expected of each student. The campus should be single-use plastic free zone.

b. Tempering and misplacement of furniture will invoke disciplinary action through a fine equivalent to the loss caused.

c. Sickness/ill health should be brought to the notice of the Superintendent or Warden.

d. Time table shall be framed by the hostel authority.

e. The campus is drug and alcohol-free zone.

5. All other norms and guidelines as prescribed in the ‘Regulatory Guidelines for Hostels of Educational Institutions for Children’ and guidelines of the Ministry of Minority Affairs, Government of India and State Government issued from time to time, shall be strictly adhered to.

6. This O.M. shall come into force with immediate effect.

7. In case of any dispute the decision of the Department will be final.
