A Memorandum of Understanding (MoU) was signed between the Nagaland Institute of Medical Sciences and Research Society (NIMSR) and Naga Hospital Authority Kohima (NHAK) today here at Directorate of Health & Family Welfare, Kohima.
The MoU was signed with a goal to affiliate the Naga Hospital Authority Kohima as the Teaching Hospital for the Nagaland Institute of Medical Sciences and Research Society located in Phriebagei Kohima, Nagaland till the NIMSR become operational.
The MoU read that as per the Naga Hospital Authority Act, 2003 which has been approved by the State Cabinet and published in the Nagaland Gazette, the Naga Hospital Authority Kohima shall continue to function as the State Government Referral Hospital which will be affiliated to the Nagaland Institute of Medical Sciences and Research Society till NIMSR become a fully functional Teaching Hospital.
Whereas, in matters of executing extremely essential and highly sensitive government protocols, which includes provisions of medical coverage for top level government meetings, VVIPs and state guests, the NHAK being the only Government Referral Hospital in the State shall continue to function as designated. Further, all services related to patient and public care services shall continue uninterruptedly and seamlessly.
The MoU stated that till the NIMSR is established and become fully functional, all resources and assets of the NHAK including human resources, infrastructures, equipment, supply management, furniture/furnishing, tools and machineries, etc that are duly appointed and purchased by the state government will continue to remain under the control of the state government.
However, the NHAK on being affiliated as a Teaching Hospital for the First Party will provide all necessary assistance and support in the form of accessible medical manpower, technical and service-related facilities in accordance to the basic standard requirements of NIMSR.
The Establishment Head of the NIMSR, Kohima, as well as, the NHAK will be the Director-cum-Dean of NIMSR until the NIMSR become fully functional and operational as Teaching Hospital.
The Government of Nagaland will recruit the Medical Superintendent for NIMSR as well as NHAK under the guidelines of the National Medical Commission as already advertised, the MoU stated.
It further stated that the Government of Nagaland may utilize the designated and sanctioned post of Managing Director, NHAK which is a cadre post under the Nagaland Health Services Cadre re-designated as Additional Medical Superintendent, NHAK (Accounts & Establishment) for smooth functioning of the Hospital.
The MoU also stated that the Government of Nagaland may utilize the designated and sanctioned post of Medical Superintendent, NHAK by re-designating it as Deputy Medical Superintendent.
Once NIMSR become fully functional and operational the post of Additional Medical Superintendent and Deputy Medical Superintendent, NHAK will be reverted back as Managing Director and Medical Superintendent, NHAK respectively.
“The Naga Hospital Authority Kohima will continue to receive and utilize the existing grants from the State Government and other sources including revenues generated from the Hospital Services,” the MoU read.
Terms and conditions
The MoU further provided terms and conditions for the deployment of doctors at NHAK against sanctioned posts under Nagaland Health Services Cadre viz: Consultant, Senior Specialist, Senior Medical Officers, Junior Specialists and Medical Officers.
The following are the given terms and conditions:
(a) Option to be given to In-service doctors for willingness to serve in the NIMSR affiliated Medical College and Teaching Hospital at NHAK. Only those in-service doctors who are eligible as per National Medical Commission norms and who have opted for willingness to serve in the Medical College and Teaching Hospital will be considered for deployment as Teaching Faculty and/or Tutor/ Demonstrator/Senior Resident against the existing sanctioned posts at Naga Hospital Authority Kohima.
Further, subsequent consideration for absorption under NIMSR from the willing candidates shall be subject to fulfillment of the eligibility criteria prescribed under the Teachers Eligibility Qualifications in Medical Institutions Regulations, 2022 subject to availability of vacancies in the concerned discipline.
(b) In case of multiple applicants in the same discipline, ranking will be prepared by giving percentile weightage based on Senior Residency in concerned discipline (33.33%), Research publication in indexed journal (33.33%) as recommended by latest Gazette of NMC and duration of service after completing PG studies (33.33%).
(c) In case of non-availability of eligible in-service doctors for various posts of Teaching Faculty, option will be given to eligible non in-service doctors for recruitment as Tutor/ Demonstrator/ Senior Resident/Junior Resident irrespective of his/her existing grade.
However, those doctors who are in other hospitals/nursing homes other than NHAK shall have to fulfill the NMC criteria of eligibility to qualify for appearing the interview.
(d) The present grade of the selected incumbents under Nagaland Health Service Cadre will not be equated nor his/her inter-se seniority be carried over to new service under the Society. However, pay protection shall be provided as per the existing policy of the Government and the subsequent appointment or career progress shall be as per the Teachers Eligibility Qualifications in Medical Institutions Regulations, 2022 of National Medical Commission Gazette.
Further, as per the NMC criteria of affiliation of District Hospital, the Hospital must be at least 2 years fully functional prior to the date of affiliation, therefore, Doctors who have been in NHAK during the said period uninterruptedly shall be considered in the same line.
