The Nagaland Cabinet, in a meeting held on Thursday took a major decision to recall the panel of names submitted to the Union Public Service Commission (UPSC) for the Select List 2024 concerning the induction of Non-State Civil Service (Non-SCS) officers into the Indian Administrative Service (IAS).
According to a press release issued by Chief Secretary Sentiyanger Imchen, IAS, the Cabinet deliberated extensively on the ongoing controversy surrounding the induction process.
The Cabinet observed that the Vacancy Circular for induction of Non-SCS officers issued on 10th March 2025 had been released without the approval of the Competent Authority. It also noted that while a similar Vacancy Circular was approved in 2020, no further action was taken at that time in terms of preparing a Cabinet Memorandum or notifying a formal policy decision.

Referring to representations submitted by the Confederation of All Nagaland State Service Employees’ Association (CANSSEA) and other service organizations to the DoPT and UPSC, the Cabinet acknowledged and took note of a letter dated 10th October 2025 from the UPSC, which sought deficient information and documents related to the panel of eligible officers for the 2024 Select List.
“Taking into account all the factual background of the issue and certain new facts and contentions brought to the notice of the Government, the Cabinet after deliberation, decided to recall the panel of names for Select List 2024 submitted on 26th September 2025 to UPSC,” the statement said.
Further, the Cabinet resolved to revisit all the decisions taken on the matter so as to arrive at an informed decision regarding the eligibility criteria for induction of Non SCS into IAS, after taking into account the views of all the stakeholders.
The Government also decided to seek the advice of the DoPT and UPSC before finalizing its stand on the issue.
Amid continuing protests and pen-down strikes by state service associations, the Cabinet appealed to all concerned to cooperate with the Government and to call off the ongoing agitation/protest.
