Nagaland Govt issues show-cause notice to Nirmal Kumar Jain over ‘fraudulent’ Indigenous Certificate

Commissioner of Nagaland has issued a show-cause notice to Nirmal Kumar Jain after an internal inquiry allegedly found that he had illegally obtained a Non-Naga Indigenous Inhabitant of Nagaland Certificate and subsequently acquired land on the basis of the document.

According to official records, the Dimapur Naga Students’ Union (DNSU) submitted a representation (Rep-01/DC/24-26 dated 26 June 2025) to the Deputy Commissioner (DC) of Dimapur, alleging that Jain had fraudulently procured the certificate despite not being eligible and thereby acquired land.

Following the complaint, the DC constituted an Internal Committee on July 10, 2025 to study the allegations. The Internal Committee after examining the allegation concluded the enquiry and submitted a report concluding that inter alia “aggravated fraud” had been committed by Nirmal Jain “in a deceitful manner with an element of conspiracy and connivance to defraud the Government.”

Officials also noted that Jain failed to appear before the Deputy Commissioner despite summons issued on August 29 and September 3, 2025.

On the basis of the detailed report submitted by the Deputy Commissioner Dimapur on September 10, the Commissioner of Nagaland has now directed Jain to show cause in writing within 15 days as to why his Indigenous Inhabitant Certificate (Regd. No. 97, dated 14 March 2002) should not be cancelled.

The notice states that failure to respond within the stipulated time will lead authorities to presume that he has no valid explanation, and “appropriate order/action will be initiated.”

The letter has been forwarded to Jain at his Dimapur address as well as through the Office of the Deputy Commissioner, Dimapur.
