NCSU demands annual work plan, open tender, one project one firm system, exception from unabated taxation

Kohima: Union President objects to govt employees and officers carrying out contract works, big projects being taken by contractors from outside State

The Nagaland Contractors & Suppliers’ Union (NCSU) Head Office Kohima conducted its General Meeting on 7th May 2024 at Kohima Village VDB Hall near Don Bosco School, Ziekezou, Kohima. At the meeting the Union unanimously passed a 10-point resolution which included implementation of yearly works programme, open tender, one project one firm system, etc.

The Media Cell, NCSU Head Office Kohima informed that the meeting was attended by representatives and leaders of NCSU district units from Tseminyu, Tuensang, Zunheboto, Dimapur, Kiphire, Noklak, Phek, Chumoukedima, Shamatore, Mokokchung, Peren, Longleng, Niuland who shared their views and concerns and also affirmed that they stand together with the head office for the general welfare of the NSCU bonafide members across the state.

Delivering the presidential address, NCSU President Pele Khezie appreciated the setting up of the NCSU units in all the districts including the newly created districts and appealed the units to function actively and in unity.

While asserting that NCSU will continue work together with the government for all round developmental workers, Khezhie pointed out that many government employees and officers are carrying out contract works bypassing the laid down norms, which restricts a government employee from engaging in contract works. He lamented that such unregistered contractors fail in providing quality work and the NCSU members are blamed for poor quality works. However, the President expressed confidence that the RTI Cell and Quality Control Cell of NCSU would check on such activities.

He also said that NCSU would demand for pre-bid meeting of all contractors which should be attended by all interested contractors. Expressing that Nagaland is also getting multi thousand crore projects, Khezhie said all such projects are being taken by contractors from outside the state and therefore called upon the local contractors to join hands and work together to achieve such major contracts.

The press release also informed that NCSU General Secretary John Kath while sharing the secretarial report also moved the 10-point resolution which were passed unanimously by the members by raising hands.

The RESOLUTIONS are as follows:

  1. The NCSU demands for total implementation of yearly works programme in all the government departments of the State.
  2. The Union demands implementation of Open Tender for any Notice Inviting Tender (NIT) while works should be allotted to NCSU card holder as per the standing government order.
  3. It is also resolved to go for yearly evaluation duty to all the government departments in the State of Nagaland for total implementation of Government’s standing order that all contract and supply works should be given only to NCSU card holder.
  4. The Union strongly objects to awarding work order below SOR (schedule of rate) which directly compromises the quality of workmanship.
  5. The Union is totally against cluster tender system and asks the state government to implement “one project one firm” system at the time of multiple NIT. In this, the Union resolves to fight till justice is delivered by the state government.
  6. The Union resolves to fight for the pending bills of the works completed by its bonafide members as the successive state government has created huge liabilities since May 2006 till date. Hence all the NCSU bonafide members those who have pending bills are to collect the format from the NCSU Head Office and submit the completed formats by 31st October 2024.
  7. The NCSU Head Office team will tour/visit all the district units shortly, therefore all the NCSU District Units are to maintain at least one room district office in their respective districts with proper signboard and flag.
  8. The Union General meeting also proposes to re-construct its Head Office building with G-5 storey in view of the forthcoming Golden Jubilee. For this all the bonafide members of NCSU shall join hands together and with collective effort we will build the historic building.
  9. The Union resolves that all NCSU bonafide members shall update their membership renewal.
  10. Last but not the least, the NCSU general meeting strongly resolves exemption of its bonafide members from unabated taxation by any Naga national group, ministers/advisors in the state government or Party Fund, except the general tax of GST and Cess in order to maintain quality of work for overall development in the State.

Earlier, the General Meerting was chaired by NCSU Vice President K. L. Setuo Rutsa, while Catechist, Christ The King Church, Ruokuovituo Rutsa pronounced invocation. NCSU Vice President Hoshito Assumi delivered the welcome address, a special number was presented by Rüsokhrie and NCSU vice president N. Neilo Koza tendered the vote of thanks.
