NHPS’ reply to RTI query missing 1 month’s contribution of govt employees for CMHIS scheme

on 28th June 2024, Mokokchung based social activist, Bendang Imsong, has sought certain information under the Right to Information Act 2005 from the Nagaland Health Protection Society (AB PM-JAY CMHIS), Department of Health and Family Welfare, regarding the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) and the Chief Minister’s Health Insurance Scheme (CMHIS).

The Public Information Officer, Nagaland Health Protection Society (AB PM-JAY CMHIS), Department of Health and Family Welfare, gave its response to the RTI application on 22nd July, however, the applicant, Bendang Imsong, said that the reply has failed to “satisfy” him and urged the department not to take any RTI query lightly.

Imsong, in particular, pointed out to the reply for Query no.8 which concerns the total money collected from government employees and pensioners.

Query 1. total amount of money deducted from Government employees and pensioners under the AB PM-JAY CMHIS scheme from November 2022 to May 2024;

Reply: NHPS has stated that the benefits for CMHIS (EP) beneficiaries has been structured based on the framework of the Central Government Health Scheme (CGHS)), including differential room entitlements according to their employee grade.

Query 4. Reimbursement;

Reply: Beneficiaries who are unable to avail the intended facilities at empanelled hospitals have been allowed to claim reimbursement.

Query 5. Number of registered employees and pensioners;

Query 6. Empanelment of CMCH Vellore;

Reply: CMCH, Vellore is empanelled as on 8th July 2024.

Query 7. Bank account details of CMHIS and available balance from November 2022 to 31st May 2024;

Reply: Rs 538.51 lakhs

The RTI applicant, Bendang Imsong, has stated that the reply provided by the Assistant Public Information Officer (Finance), Finance Department, the money deducted from government employers and pensioners under AB PM-JAY CHIS scheme from November 2022 to May 2024 is 19 months but you have shown only for 18 months i.e. Rs. 9,693.14 lakhs. Under the reply for Query No. 8, the average monthly deduction shows Rs. 538.51 lakhs and when collected for 19 months it should come to Rs. 10,231.69 lakhs. Accordingly, the closing balance as of 31/05/2024 should be R$ 2,958.81 lakhs but the reply reflects only Rs. 2,420.30 lakhs.”
