Non-existent Multi Purpose Hall, Gypsy in place of ambulance, run-down school: Trouble in Minister Temjen Imna Along’s Alongtaki 30 AC?

Kohima: NPCC Public Grievances Department demands “clear justification regarding the developmental Funds”

The Public Grievances Department (PGD) of the Nagaland Pradesh Congress Committee (NPCC) has today issued a press release highlighting various mismanagement in developmental funds in Alongtaki 30 AC.  Basing their statements from RTIs filed, the PGD called out the mismanagement in upgradation of road and construction of Bridge for Longchem-Saring road, Mokokchung, failure to provide an ambulance, non-existent construction of Multi-purpose hall and delayed construction of GHS Building.

The press statement was issued by Er. Meshenlo Kath, Co-Chairman, PGD-NPCC and Secretaries, Pito Assumi, Asen Pongener and Dilo Koza.

According to the PGD, the work order was issued to M/s Win Enterprise on 22nd Dec 2022 with Tender amount of Rs. 14566329 (One Crore Forty Five Lakhs Sixty Six Thousand Three Hundred and Twenty Nine). “As per the RTI report, 30 per cent of the amount has been withdrawn which is approximately amounting to Rs.4369898 (Forty Three Lakhs Sixty Nine Thousand Eight Hundred Ninety Eight only/-). But no work has been initiated so far. The road condition is deplorable and is almost non pliable,” stated the PGD citing an instance of death in 2022, where a patient passed away on the way to the hospital because of the bad road condition.

“The vehicle was stuck for hours and the patient was not able to access the hospital on time. It was only on 1st Nov 2023 where a concerned citizen of Longchem provided his JCB along with Rs. 20,000 to patch up certain locations where it was non-pliable,” asserted the NPCC’s PGD.

An amount of 25 Lakhs (twenty five lakhs) was approved by the SDPDB for purchasing two ambulance under LADP (COVID-19) scheme 2020-2021 for 30 Alongtaki AC. However, the RTI report filed by the PGD indicates the status of the project/ work as completed “whereas no new ambulance is to be found and only one Gypsy is being used as an ambulance.”

Further, RTI reports has also revealed the construction of Multi Purpose Hall Phase-I as completed which was funded under LADP 2019-2020 Iconic Scheme for 30 Alongtaki AC and the amount approved by SDPDB is 50 Lakhs.  However, according to the PGD, “The building does not exist till date”.

For the Construction of GHS Building at Lakhuni under Alongtaki AC, an amount of one crore in two Phases 50lac in 2019-2020 was approved by SDPDB and another 50 Lac in 2020-2021 was approved by the DPDB funded under LADP Iconic Scheme. “The RTI report shows that verification committee members have already issued completion certificates whereas the School building is in deplorable condition, there are no proper classrooms and due to the poor infrastructure students cannot attend classes during rainy season as there is no roof in most of the class-rooms. Till date the school building is still under construction,” asserted the PGD, NPCC.

The PGD, NPCC has further demanded actions to be taken up where it has appealed the Contractor to deliver the good road facility which the citizens rightfully deserve without further delay. It has also prompted the authority concerned to take the health of the citizens seriously and do the needful at the earliest. “The PGD, NPCC questions as to where the Fund amount for phase-I was utilised and further appeal to all the right thinking citizens and CSO’s to check such kind of fraudulent activities,” pointed out the team.

It has further cautioned the Verification Committee on how the completion certificate was issued when the work progress is just in the initial stage and demanded the concerned authority to prioritize the issue and complete the work at the earliest. The verification committee has also been prompted to refrain from issuing completion certificate without proper verification and investigation.

“The PGD NPCC demands the Hon’ble elected member of Alongtaki AC, Administration/ Verification team to deliver a clear justification regarding the developmental Funds at the earliest,” stated the PGD NPCC.
