The National People’s Party (NPP), Nagaland State Unit, has issued a strong and urgent appeal to the State Government to take immediate steps to restore and modernize the infrastructure of the Nagaland Police Department, including the Nagaland Armed Police (NAP) and Indian Reserve (IR) battalions.
In a statement issued on Monday, the party said the condition of police facilities across the State has reached a “critical point,” warning that the neglect of barracks, training grounds, administrative offices, and mess facilities is undermining the morale and operational capacity of personnel who are tasked with maintaining law and order in one of India’s most sensitive regions.
“The condition of infrastructure directly affects the welfare, morale, and efficiency of police personnel,” the NPP stated. “When basic facilities such as accommodation, training grounds, administrative offices, and messes are insufficient or poorly maintained, it compromises not only the comfort of the personnel but also the operational readiness and effectiveness of the forces.”
In today’s rapidly evolving security environment, well-equipped and well-maintained infrastructure is essential for a professional and responsive police department, it added.
Stating that police personnel are expected to serve with dedication in challenging circumstances, the NPP said many personnel live in “overcrowded and poorly maintained quarters.” It stressed that adequate and dignified living conditions are essential to maintain morale and support the mental and physical well-being of personnel. Substandard accommodation increases fatigue and affects overall productivity, particularly for personnel deployed in remote or demanding areas, it further stated.
Stating that modern policing requires continuous training, skill development and physical preparedness, the NPP noted that many training facilities are “insufficient, outdated and lack essential equipment”.
“Classrooms, physical training grounds, and tactical training areas are often inadequate for preparing personnel to meet the diverse challenges of modern law enforcement. Without proper facilities, the capacity of the police to respond effectively to emergencies, law and order situations, and community needs is significantly limited,” it stated.
The NPP further noted that adequate nutrition and proper mess facilities are fundamental for personnel engaged in demanding duties. However, it cited reports that several units face challenges in ration supply and kitchen facilities, which directly impacts the health and welfare of personnel.
Well-maintained mess facilities with consistent access to quality rations are critical for sustaining morale and operational efficiency, it added.

The cumulative effect of inadequate infrastructure on police personnel and operations is profound to reduce morale and motivation, affecting overall work efficiency; lower operational readiness during emergencies and law enforcement activities; create difficulty in retaining trained personnel, as poor facilities may discourage continued service; and compromise public safety, since the effectiveness of law enforcement is directly tied to the welfare and preparedness of the personnel.
The NPP urged the State Government to prioritize comprehensive infrastructure restoration and modernization within the Nagaland Police Department.
It recommended conduct of thorough review of all police facilities to identify urgent repair, renovatioin, modernization needs for barracks, training centres, messes, administrative offices and communication facilities.
It urged to ensure sufficient and dedicated financial allocations for infrastructure improvement, with clear accountability mechanisms and timelines for completion.
For timely execution of projects, it urged the government to establish monitoring systems to track ongoing projects and ensure that all works are completed efficiently and without unnecessary delays.
The NPP also urged the government to upgrade facilities to include technology-enabled classrooms, secure communication networks, modern administrative offices, and well-equipped training centers to meet current policing standards.
It further suggested improving accommodation, mess, and overall welfare facilities to ensure personnel can perform their duties with dignity, health, and motivation.
“Infrastructure restoration and modernization in the Nagaland Police Department is not merely a matter of convenience or comfort; it is a critical factor in maintaining law and order, ensuring public safety, and enhancing the operational efficiency of the forces,” the NPP emphasized.
The party called on the State Government to give the highest priority to this issue, warning that a failure to act would not only demoralize the police force but also weaken the State’s capacity to address security challenges. “Immediate action is necessary to empower the police personnel to serve effectively and to ensure that they are provided with the facilities and environment they deserve,” it said.
