NPYF Dimapur decries NPSC functioning without Chairman, calls for urgent rectification and transparency

The National People’s Youth Front (NPYF), Dimapur District, has expressed deep dismay and disappointment over the continued functioning of the Nagaland Public Service Commission (NPSC) without a substantive Chairman, terming it a serious lapse that undermines the integrity of one of the State’s most vital constitutional institutions.

In a statement issued on Wednesday, NPYF Dimapur president, Zato Sema said that the government’s decision to allow the Commission to operate without an officially appointed head “raises grave concerns regarding the State Government’s commitment to due process, administrative propriety, and institutional integrity.”

“The State Service Commission occupies a vital constitutional position in ensuring merit-based recruitment, promotion, and disciplinary administration across the state’s civil and public services,” the NPYF stated. “Operating such a pivotal and statutory body without a duly appointed Chairman gravely undermines the Commission’s credibility, transparency, and independence, thereby diminishing public trust in its decisions and processes.”

The youth front said it is deeply troubling that despite the absence of a properly constituted leadership, the Commission continues to hold meetings, undertake administrative actions, and make decisions that may lack legal validity. “Such actions not only contravene the spirit and letter of the Nagaland Public Service Commission Act and relevant constitutional provisions but also erode the public’s confidence in the governance framework of the State,” it asserted.

Calling for immediate corrective measures, the NPYF urged the Governor of Nagaland and the concerned authorities to “fully constitute the NPSC by appointing a qualified, competent, and impartial Chairman in strict accordance with the law.”

It also demanded that all major administrative and policy decisions taken by the Commission in the absence of a Chairman be suspended until the leadership structure is regularized.

It also demanded to uphold the principles of transparency, accountability, and good governance, which remain the cornerstone of a functioning democracy and the rightful expectation of the citizens of Nagaland.

“Good governance is founded upon respect for institutions and adherence to lawful procedure—not the circumvention of established legal frameworks,” NPYF president said.

The NPYF reaffirmed its unwavering commitment to advocating for accountability, integrity, and the rule of law in the conduct of public affairs within the state.
