NSCN (IM) alleges ‘calculated aggression’ in Litan, accuses GoI of backing Kuki militants

The National Socialist Council of Nagalim (Isak-Muivah) (NSCN-IM) on Tuesday alleged that February 8, 2026 marked a “calculated aggression or premeditated violence” against the Tangkhul Nagas in Litan, Ukhrul and accused the Government of India of using Kuki militants to undermine the Naga political issue.

According to a statement issued by its ministry of information and publicity (MIP), the events of that day “became the day when the government of India using the Kuki militants started the calculated aggression or premeditated violence against the Tangkhul Nagas in Litan, Ukhrul.”

The statement alleged that what it described as “nefarious plots to destroy the Naga political issue to benefit the Kukis were left open for the world to pass judgment,” adding that since then, “ominous war clouds gathered over the Naga areas of Manipur.” It termed the situation as a “brutal truth” and held the Government of India responsible for what it called an “obnoxious scenario.”

Raising questions over the conduct of security personnel, the NSCN asked why the Assam Rifles personnel allegedly covered their faces with masks during operations against Tangkhul Naga civilians. It claimed that “ethically and morally the AR knows too well that they are on the wrong side of the law, violating the rule of impartiality at time of turmoil of this explosive nature.”

The statement further alleged that security forces were “caught on the wrong foot, acting as combatants rather than law enforcers,” terming it a “blatant violation” of common Article 1 of Geneva Conventions and accusing them of furnishing logistical, intelligence or military support to Kuki militants.

The NSCN also referred to what it described as the “Litan burning incident,” alleging that Indian security forces were found closely operating against the Nagas while permitting Kuki militant groups to target civilians “without the fear of prosecution.”

It further alleged that under the Suspension of Operations (SoO) arrangement, Kuki armed groups were receiving training, weapons, logistical and financial support from the Government of India despite not being part of the official state structure.

The statement claimed that under the SoO, the Ministry of Home Affairs regularly paid stipends to Kuki militant groups such as KNO and UPF “without any check on their unruly activities that goes against the spirit of SoO,” and alleged that they were given free hands to move with arms as if they are part of the state security structure.

It further alleged that Kuki militant organizations including KNO/KNA, KNF and KRA have been operating against the NSCN in collaboration with Indian security forces while not engaging the latter in armed confrontation.

The NSCN questioned why the Government of India required the SoO arrangement “against her foster sons” and alleged that the Kuki militant groups are going aggressive against the Nagas due to what it termed as “the abominable blessings of the government of India.” It further claimed that Kuki organizations had openly propagated on social media that peaceful approaches to their political aspirations were ruled out, describing this as a “sinister design” drawn by the GoI for the Kukis.

The statement asserted that under the prevailing circumstances, it would be “naïve” for the NSCN to remain a spectator and said it would defend its people, properties and land. It cautioned that it would be a “fatal mistake to go on testing the nerves of the NSCN,” and called upon Indian security forces to “stop immediately siding with the Kukis and their militant groups.”

Accusing Kuki intellectuals of historical revisionism, the NSCN alleged that narratives were being manipulated to suit modern agendas and rejected claims linking Kukis to the “lost tribes of Israel,” asserting that such claims find no support in DNA tests. It described such assertions as wartime propaganda and urged the world to distinguish between propaganda and historical truth.

The NSCN (IM) further alleged that the Government of India lacked a moral compass in its approach to the Naga political movement and accused it of following the “footsteps of the British India government” by using Kuki groups to counter what it termed “legitimate Naga political rights”. It described India’s actions as “unprincipled and morally perverted”, alleging, “They were never guided by conscience and not restrained by a sense of guilt or duty”.

The NSCN (IM) asserted that the truth of the Naga political rights would stand the test of time “no matter how much the government of India continues to nurture the Kuki militants for use against the Nagas.”

It also stated that the Framework Agreement signed on August 3, 2015 between the Government of India and the NSCN, describing it as a testament to the enduring political issue and asserting that truth is the essential foundation of trust, integrity and progress in resolving socio-political crises and solution.
