NSCN (IM) Chairman rejects unity with NNPGs, reaffirms commitment to Framework Agreement

The National Socialist Council of Nagalim (NSCN-IM) commemorated the 10th anniversary of the Framework Agreement (FA) today, hailing the historic accord as a milestone that recognized the sovereign rights of the Naga people.

Reiterating its unwavering commitment to the Framework Agreement, the Chairman of NSCN (IM), Q. Tuccu, has firmly rejected the idea of collaboration with the Working Committee of the NNPGs, accusing them of compromising the political and historical identity of the Nagas by aligning with the Constitution of India.

Commemorating the 10th anniversary of Framework Agreement today, Tucch said that Nagas are at a political crossroads, and that finding common ground between NSCN and NNPGs for a united political solution is not just difficult but dangerous. . “For NSCN, as the torchbearer of the Naga political movement, we will never take the risk of working with the very groups who have compromised the historical and political identity of the Nagas by failing to defend the sanctity of the uniqueness of the Naga history and political solution while talking with the Government of India,” he said.

Tuccu alleged that the NNPGs was created by the Government to counterweight the NSCN’s leadership for Naga political solution and signed the copycat of Framework Agreement under the deceitful name of “Agreed Position”. He questioned the NNPG’s integrity and accused them of having no regards for the uniqueness of Naga history, calling their politics “treacherous”.

Declaring the Framework Agreement and Agreed Position as “poles apart”, Tuccu said the treacherous politics of NNPGs is no longer hidden from others. “It is unimaginable for NSCN to share platform with the groups with contrasting stand on Naga political solution,” he asserted.

He further invoked a spiritual dimension to the Naga political struggle, urging Nagas to listen not to India’s call for a Naga political settlement within the Indian Constitution but to the “call of God-given history” represented by Nagalim’s demand for a separate constitution and flag. Tuccu warned that any failure to defend this national identity as testified before the world with the signing of the Framework Agreement, would mean betraying the Naga cause.

Calling for vigilance, he concluded, “Let us be serious and watchful as divisive elements are roaming around to play the spoilsport to undo the Framework Agreement and thereby destroy the history of the Nagas altogether.”

Addressing fellow comrades, the leader likened any failure to uphold the sanctity of the agreement to “kicking against the rock”, an act that will ultimately hurt the political, historical, and cultural heritage of the Nagas.

Recalling the painstaking efforts that led to the signing of the Framework Agreement in 2015, the leader emphasized that the deal was the result of “protracted and arduous negotiations,” marked by repeated setbacks, deep disagreements, and an intense assertion of historical truths.

“We were nevertheless successful as we maneuver our way to convincingly establish the historical and political rights of the Nagas as we navigate the complex political landscapes leaving no scope for the government of India to take the issue further and sign the Framework Agreement in the spirit that reflects final solution,” he said.

Highlighting the significance of the live-televised signing ceremony in New Delhi, he stated that the world had borne witness to the historical event, which opened a new chapter in Indo-Naga political history. However, he cautioned, “We still have a long way to go before we convert the Framework Agreement into something practical, and not just as a political document and continue working on the competency to make sense of our responsibility for the agreement we have signed with much fanfare.”

 

Stating that the core meaning of the Framework Agreement is the recognition of Naga people’s sovereign political identity, Tuccu warned, “We simply cannot afford to allow our enemy destroy Naga history. We have to be ready to give answer when the succeeding generations will question NSCN.”

Calling the day a “Red Letter Day” for both the NSCN and the Naga nation, Tuccu recalled the signing of the Framework Agreement with the Government of India on August 3, 2015, as a momentous event that charted the path toward a final political solution.

“The significance of this political agreement lies in the fact that the sovereign rights of the Nagas were recognized by the Government of India,” he said adding, “We are not going to  give up what has been achieved, effected on this day 3rd August, 2015 to reclaim our rightful place with sovereign right as a nation.”

Despite what it termed as the Indian government’s “slow pace under various pretexts,” the NSCN (IM) leader affirmed its continued enduring commitment to uphold and implement the Framework Agreement, describing it as the foundation of the Naga political future.

He further emphasized that the Framework Agreement is not merely symbolic but represents a binding political covenant that affirms the Nagas’ right to self-determination and establishes the framework for a mutually agreed-upon final settlement.

Tuccu called upon everyone to work together in the same spirit that brought about the historic Framework Agreement. “Let us accept our bounden duty to defend the sanctity of Framework Agreement at any cost,” he stated. He also called upon the Naga people to pledge allegiance to the Framework Agreement.
