The Naga Students’ Federation has said that it is “delighted” by the order of the Deputy Commissioner of Kohima whereby he had instructed against issuing of scheduled tribe/Backward tribe/indigenous inhabitants certificates to ‘non-Naga’ children.

The Kohima DC on 12 May directed all Area Administrative Officers under Kohima districts to maintain strict compliance while verifying the authenticity of the applicants before forwarding to the issuing authority. The DC notified that this is in pursuance to the Government of Nagaland vide P & AR OM No. RCBT-5/87 (Pt III), Dated Kohima, the 11th June, 2012 which states “Children of non-Naga fathers as well as non-Naga children adopted by Naga parents are not to be given scheduled tribe/Backward tribe/indigenous inhabitants certificates,”

The DC also directed the officers to issue instructions to all the village councils and GBs for strict adherance.

The Naga Students’ Federation stated that the order was in line with the standing resolution of the NSF that the principle of ‘Nagas by Blood and not adoption’ has to be followed while determining who an actual Naga is. NSF also appealed to all concerned for strict compliance to the said order.
