The Naga Students’ Federation (NSF)- Inner Line Regulation Commission (ILRC) launched its first in a series of youth awareness programs at Kohima College Kohima on Tuesday, focusing on the Inner Line Permit (ILP) system derived from the Bengal Eastern Frontier Regulation 1873.
At the event, ILRC chairman Senchumo NSN Lotha detailed the ILP provisions and compliance procedures. Emphasising the urgent need for effective implementation, he stated that Nagaland has the mechanism but has not been able to use it effectively like others, especially the Mizos.
Lotha clarified the NSF’s stance, reiterating that the federation is not against people entering the state but insists that visitors must abide by existing laws. He explained that the ILP originated from a convergence of interests, where the British enforced it both to protect the culture and economy of the Nagas and to protect their subjects in the plains. Therefore, he clarified that the ILP is simply a travel document valid for a specific period; on expiry, the holder has no right to remain and must leave the inner line zone unless it is renewed or extended. He stressed that the ILP document must not be confused with a longer-term permit. Additionally, he exhorted the youth to join the struggle to safeguard their future and secure what is rightfully theirs. He reiterated that the ILRC seeks cooperation, not confrontation, with the government.
ILRC member secretary Seve R Vadeo stressed the collective duty to uphold the ILP. “The ILP is not just an old law; it’s a vital shield protecting Nagaland’s indigenous identity, land, and economic rights. Our youth must understand and actively defend this regulation – our collective future depends on it,” he stated.

Presided over by All Naga College Students’ Union (ANCSU) president Tenyesinlo Bukh, the event earlier commenced with a prayer by Dr. Theyiseinuo Keditsu. Kohima College principal highlighted the ILP’s role in protecting indigenous rights. NSF vice president Mteisuding explained the ILRC’s formation and mandate.
Meanwhile, the NSF-ILRC informed that further sensitisation tours are being planned to be carried out across the region in the near future to engage Naga youth on this critical regulation.
