A Joint Inaugural Ceremony for a five-day Management training program on “Public Policy & Process Re-engineering” for officers of the Government of Nagaland, and Leadership Development Program for the Village Councils of Rural Development & Administration Department, Government of Mizoram was held at Auditorium of Indian Institute of Management (IIM), Shillong on February 23. This joint inaugural ceremony is being organized by Dr. APJ Abdul Kalam Centre for Policy Research and Analysis IIM, Shillong.
The training program for the Officers of Nagaland is being organized by the P&AR Department in collaboration with Administrative Training Institute (ATI) Government of Nagaland. The Primary objective of the training is to strengthen the role of the Government Officers to achieve Citizen Centric Governance and improve service delivery and efficiency in the Government system, thereby equipping the officers to become an asset for the state.
The inaugural session was graced by Planning Adviser, North Eastern Council (NEC), Som Kamei as the Chief Guest. In his address, Kamei underscored the catalytic role of the North Eastern Council in promoting planned, coordinated, and sustainable development in the region, particularly through capacity building, institutional strengthening, and knowledge partnerships.
Emphasizing the evolving nature of public administration, he highlighted the need for outcome-oriented governance, data-driven and evidence-based decision-making, and citizen-centric service delivery as essential pillars for building public trust in government systems. He encouraged the participants to act as change leaders capable of translating policy into measurable developmental outcomes.
ARC, Nagaland House, Shillong, Kupeusing Meru and State Programme Manager, RGSA, Department of Local Administration, Rural Development & Administration, Government of Mizoram, John Lalnunsanga graced the program as Guests of Honour. Both dignitaries appreciated the initiative of IIM Shillong in designing contextually relevant training programmes that strengthen administrative efficiency, participatory governance, and grassroots development.
In her inaugural address, Director (I/c), IIM Shillong, Prof Nalini Prava Tripathy highlighted the importance of continuous capacity building and a deeper understanding of policy, governance, and leadership for enhancing the effectiveness of public institutions and ensuring that development initiatives translate into tangible benefits for citizens. She reaffirmed the Institute’s commitment to supporting the developmental priorities of the North Eastern Region through such collaborative programmes.

Earlier, Sanjeev Ningombam set the tone for the programme by outlining the objectives and thematic focus of the two MDPs. He emphasized that the initiatives are designed to strengthen competencies in grassroot planning, public policy design and implementation, process re-engineering, digital governance, and data-driven decision-making, with a clear focus on outcome-oriented administration, transparency, accountability, and citizen-centric governance.
The session begins with Leadership in Public Administration and Governance by Prof Sanjay Mukherjee followed by Project Management in the Public Sector: Concept and Challenges, and Project Lifecycle Management in Government Programs by Prof Pradeep Rathore.
The following days will cover topics on Indian Economy in Global Context, Change Management and Public Policy, Role of Auditing in Public Sector Governance, Fiscal Policy, Monetary Policy, Implementation of Public Policy at Grassroots Level, External and Real Sector, Data Driven Decision Making, Sustainable Rural development and incorporating SDG in village level Planning and Development, Community and Public Policy, and Understanding DPR Structure & its requirement.
The 5-day training programmes will bring together senior officials, and field-level functionaries from Nagaland and Mizoram providing a unique platform for cross-learning, experience sharing, and collaborative engagement aimed at strengthening governance systems across the North Eastern Region.
