The Parliamentary Research and Training Institute for Democracies (PRIDE), Lok Sabha Secretariat, organised a two-day orientation programme for legislators at the Nagaland Legislative Assembly Secretariat, Kohima on Tuesday.
The Resource Persons from PRIDE included Vinay Kumar Mohan, Joint Secretary; Ravindra Garimella, Former Joint Secretary; Santosh Kumar, Director; Partha Goswami, Additional Director; and Sovan Kumar Ganguli, Additional Director.

Speaker of the 14th Nagaland Legislative Assembly, Sharingain Longkumer, in his address thanked Pride and expressed that conducting an orientation programme of such had been his desire since his last tenure.
Longkumer exuded hope that the PRIDE team members will provide an opportunity for an in-depth understanding of the various subject matters to discuss during the 2-day Orientation Programme and said, “The vast amount of experience, expertise, and exposure that they bring along will no doubt help all of us in equipping ourselves and at the same time enhancing our calibers in our collective efforts to bring about a robust system of transparency, accountability, and inclusiveness in our governance”
Congratulating the Legislators on becoming MLAs, the Speaker informed that in the 60-Member House, there are 29 new Members from different backgrounds including two women legislators and mentioned that the women are ready to take on any new responsibilities and challenges that comes along.
He stated, “It is a matter of privilege to be an elected representative of the people, but such privilege imposes great responsibility in all of us,” adding that the primary responsibility of the legislators is to bridge between the public and the government and to find solutions to people’s problems and make the legislature effective. “.. it is necessary that the people’s representatives should be sensitive to the problems of the people and work towards fulfilling their hopes and aspirations,” he added.
The Speaker further said that legislators should inculcate an appreciation of their roles and responsibilities as representatives of the people and familiarise themselves with the mechanism of parliamentary institution.
“To be an effective legislator, we should understand the Constitution of India, the Rules of Procedures and Conduct of Business in the House and the practices and conventions of the House, as a pre-requisite in our sincere effort towards public service,” he said.
Longkumer also urged law makers to keep themselves abreast of the changing trends and educate themselves as it will enable them to discharge their duties and responsibilities more effectively.
Proudly announcing that NLA was the first State Assembly to implement National e-Vidhan Application (NeVA) Programme, Sharingain said, “we are moving towards becoming completely paperless in the early future”.
The objective of PRIDE is to organise training and orientation programmes for members of Legislative Assembly, newly elected members of Parliament, staff and officials of Legislative Assembly. It was mentioned that PRIDE has organised more than 60 orientation programmes for different state Legislative Assemblies covering over 4600 members.
