The Nagaland Secretariat Service Association (NSSA) Triennial Conference 2025 was held at Capital Convention Centre, Kohima on January 12 with Kesonyu Yhome, IAS, Commissioner and Secretary to the Chief Minister, Works and Housing and Finance Commissioner, as the Special Guest.
The event was held with the theme ‘Public Service: More than a Job, a Calling’ bringing together invitees all existing service cadres, alumni, officials, and members of the association in a dignified and reflective gathering.
During the Conference, office bearers for the tenure 2026-2028 were nominated. The lists of executive council to be heading the Nagaland Secretariat Service Association for the tenure 2026-2028 are as below:

Special Guest of the Triennial Conference 2025, Kesonyu Yhome, IAS sharing his thoughts called upon members of the NSSA to revive their work culture, strengthen their commitment to public service, and reclaim their important role in policy formulation.
He underscored the indispensable role of the Nagaland Secretariat Service Association (NSSA) in the functioning of the State’s administrative machinery serve as the ‘engine’ that keeps the State Administrative System running. Yhome emphasized that the NSSA operates at the highest office of the State government, working parallel to central services in delivering efficient governance. He further described the NSSA as the institutional memory of the State as they provide continuity and stability across the departments and institutions, and play a critical role in policy formulation, calling it one of their most important contributions to the governance system.
He reminded government officials that the security and privileges they enjoy must be matched by duty, sincerity, and discipline and with their experience and frontline role in administration, and that members should be well positioned to contribute meaningful recommendations.
Yhome raised serious concerns over the diminishing role of NSS officials in policy formulation, calling it unhealthy for the State’s administrative future and questioned whether the decline could be due lack of opportunities/ responsibilities, or they have voluntarily stepped back from this crucial role despite providing continuity and institutional stability within the government system.
Stressing the importance of the NSS involvement, he asserted that policy formulation is the fundamental responsibility of every official irrespective of the cadre that they belong to and urged the NSS members to bring forward innovative ideas, new perspectives, and practical solutions.
Yhome raised the issues of land reforms and revenue generation in the State calling for more deliberations and practical inputs and concluded with a clarion call to government officials to uphold their moral responsibility by delivering efficient and reliable service to the public.
