Seminar for village functionaries held at Niuland

The Niuland District Administration organized a seminar for village functionaries at DC’s Conference Hall, Niuland on October 13.

Deputy Commissioner, Niuland, Sara S Jamir while delivering the keynote address, stated that the seminar is the initiative of the district administration to strengthen the role and functions of the GB’s and Village Council at the village level, because they are the chain that links between the public and the district administration.

Sara said GBs & Village Council members are the eye, ear & hand of the government and call for proper and efficient function at the village level.

EAC Sadar, Vitoka Yeptho highlighted the functions of the Village Council Act 1978, and emphasis on the role of the VDB, village administration, Policing and village court. Vitoka said the village council is the government at the grassroot level and reminded them to maintain a written record of all their functions.

Avonuo Kire, SDO (Civil) Niuland, gave the detailed procedures and guidelines of the Permanent Residence Certificate (PRC), Scheduled Tribe (ST) and IIC.

EAC Aghunaqa, Khempa, also presented in detail about the consolidated guidelines of the Home Department on the Inner Line Permit (ILP) Act, 14 August 2025.

Functioning of Policing & Basic law and order matters at village level were brief by Nokwketba Longkumer, ACP Niuland.

Atoka K Sema, BDO, Niuland emphasis on VDB Model Rules, while Er. Longchendi Wati Longchar, JE Kuhuboto (PHED) & Dr M Jangyukala, Horticulture Inspector from DHO office, Niuland, highlighted the schemes and projects that are being implemented in the district followed by interaction and question hour.

S Athsangla, ADC chaired the program, while Avonou Kire, SDO (Civil) delivered the vote of thanks.
